Obtaining the Bidding Documents
The Instruction to Bidders, Bid Proposal, Contract Documents, Drawings, and Specifications may be
obtained on or after Wednesday, August 12, 2026. Digital files of the plans, specifications, and complete
bid documents in .pdf format are available for download.
Bid documents are available on the City's website at www.bangormaine.gov/bids. At the top of the
page, bidders can sign up to receive direct notifications. Bidders must reference the project title "TSA
Screening Checkpoint Expansion" in their email. Note: prospective bidders are requested to use their
own printing capabilities and maximize digital resources to the extent practicable.
Certain portions of the Bidding Documents contain Sensitive Security Information (SSI) and will only be
made available to prospective bidders and contractors upon completion of the City of Bangor's SSI
Handling Agreement. See Contractor Forms #6. Prospective bidders requiring access to SSI materials
shall request an SSI Handling Agreement from Katie Servis at kservis@hoyletanner.com. The completed
and signed agreement must be returned and accepted prior to release of any SSI materials. Recipients of
SSI materials are responsible for handling, safeguarding, and disposing of such information in
accordance with the requirements of the SSI Handling Agreement and applicable federal regulations.

Pre-bid Conferences
Two NON-MANDATORY pre-bid conferences and site visits for the Project will be held in-person for this
project at Bangor International Airport, 287 Godfrey Boulevard, Bangor, Maine 04401. The first will be
held on Wednesday, August 26th at 1:00 pm and the second will be held on Wednesday, September 3rd
at 1:00 pm.
Bidders are encouraged to attend one of the two pre-bid conferences and accompanying site visits. If a
bidder is unable to attend either scheduled conference, they may contact the Airport to arrange an
alternative site visit, subject to Airport availability. A site visit of the work areas will be conducted
following each pre-bid conference. Although attendance at a pre-bid conference is not mandatory, all
bidders are strongly encouraged to participate.
Instructions to Bidders.
For all further requirements regarding bid submittal, qualifications, procedures, and contract award,
refer to the Instructions to Bidders that are included in the Bidding Documents.
The City of Bangor reserves the right to waive any informalities or to reject any or all bids, or to accept
any other than the lowest bidder, should it be deemed to be in the best interest of the City to do so.
By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that at the time the
bidderorofferorsubmitsitsproposalthatneitheritnoritsprincipalsarepresentlydebarredorsuspended
by any Federal department or agency from participation in this transaction.
