TO THE CONTRACT DOCUMENTS FOR
Town of Middlebury
South Street – Phase V Sewer & Stormwater Replacement
Your attention is directed to the following changes in, additions to, or deletions from the Contract
Documents for the Town of Middlebury South Street – Phase V Sewer & Stormwater
Replacement project. This complete Addendum, including attachments, shall be included within
the Contract Documents and shall take precedence in the case of any discrepancies.
BIDDER must acknowledge receipt of all ADDENDA on the BID or may be considered non-
responsive.
This Addendum consists of 10 (ten) pages.
1. Pre-Bid Meeting Minutes: Attached and made a part of this contract are Pre-Bid Meeting
Minutes from April 8, 2026.

Prebid Meeting Minutes
A. Project Overview
1. Introduction
a. Town
i. Dean Rheaume – Wastewater Superintendent
ii. Emmalee Cherington – Director of Engineering

ii. Brett Barrett – Resident Project Representative
c. Funding Agency

2. Attendance
a. Sign-in Sheet (attached to these meeting notes is the attendance roster)
b. Bidders should make sure their information is legible for accurate information
collection
3. What is the Project:
a. The project involves the replacement of approximately 600 LF of sanitary
sewer main, 7 Sewer Manholes, approximately 750 LF of Stormwater, and 6
catch basins, and the abandonment of multiple structures
b. The project contains:
i. Sewer Main Replacement
ii. Sewer Service Replacement
iii. Sewer Structure Installation
iv. Stormwater Main Replacement
v. Stormwater Structure Installation
vi. Abandonment of Structures
c. Bidder should review the Special Conditions and Measurement and Payment
to see how each item above will be paid
d. Bidder is recommended to review locations of exploratory excavation as it is
an essential part of the project scope
i. Bidders should review construction notes in the bid set and
understand the requirements
4. Bid Requirements
a. The contractor must provide 5% Bid Security in the form of a Certified check,
bid bond using form provided in Documents
b. A signed Bid Form
c. A completed Bid Schedule
i. Read the Measurement and payment to understand how each item is
going to be paid
ii. Understand what is included in each Item (i.e. Parts and Pieces)
iii. Bidders are encouraged to provide balanced bids
d. Authority to sign
e. Any Additional Forms stated in Article 7 of the Bid Form
f. Qualification statements are not required but may be requested by the Owner
after bids are opened
5. Bid Opening Information
a. Bids are due on the 4th of May at 10:00 a.m. local time
i. This may be modified via addendum
b. The bids are due to the Town of Middlebury
c. The bid opening location is 1020 Route 7 South, Middlebury, VT 05753
d. Bids must be submitted in person or via mail
i. Bidders shall consider travel time for packages when submitting their
bid by mail. Bids that arrive after the opening via mail will not be
accepted
6. Funding
a. The Project is funded by an ARPA CSO grant through the Vermont Clean Water
State Revolving Fund (CWSRF) and local Town funds
b. There are no special requirements of this ARPA grant
7. Current Permit Conditions
a. No outstanding permits for this project
B. Schedule
1. Project Start Date
a. The project is anticipated to start and finish this construction season
b. There is no expectation of winter shutdown for this project and there is a
requirement for final completion (final payment issued) by September 15, 2026.
c. This requirement for completion is to utilize the available ARPA grant
d. If this is unreasonable, bidders are encouraged to express their concerns
during the bidding process.
e. Discussion included notes that some of the funding is local (Town of
Middlebury) funds. This work could occur after September 15, 2026.
2. Phasing
a. Bidder is responsible for construction sequencing
i. It is the Contractor's responsibility to maintain wastewater capacity
throughout the duration of the project. This can be done through any
combination of bypass pumping, piping or sequencing to allow this
ii. Flows and pump station locations have been provided on the Drawings for
Contractor reference in understanding where the waste streams are
coming from and at what volumes
iii. A phasing plan is provided for the contractor to utilize, markup and
include during the submittal process, as outlined on the Construction
notes.
3. Working Hours
a. Monday through Friday, 7 AM to 5 PM
b. Bidder is not expected to work on the following Holidays:
i. New Year’s Day (January 1st), Patriot’s Day (Mass.) Memorial Day, Independence
Day (July 4th), Labor Day, Veteran’s Day, Thanksgiving Day and Day Following,
Christmas Day (December 25th)
4. Contract Times
a. Substantial Completion: August 16, 2026
b. Final Completion: September 15, 2026
