NORTH PARK ELEVATED WATER TOWER REPLACEMENT
(PHASE 1)

NOTICE IS GIVEN that City of Sidney will receive separate sealed bids via Quest
CDN Online Bidding for the construction of NORTH PARK ELEVATED WATER TOWER
REPLACEMENT (PHASE 1) project until Thursday, January 30, 2025 at 10:30 am
(Local Time) . No bids may be withdrawn after the scheduled time for the bid
opening.
All Bids will be opened and publicly announced by the Engineer at the Interstate
Engineering Office in Sidney Montana and via video conference on Thursday,
January 30, 2025 at 11:00 am (Local Time).
A link to attend the live video conference bid opening will be sent to all
QuestCDN Plan Holders for this project.
BIDS MUST ADDRESSED TO AND DELIVERED BY ONE OF THE FOLLOWING METHODS:
· Submitted electronically through QuestCDN Online Bidding and addressed to the
Engineer; Interstate Engineering, The Engineer will receive and open the Bids
virtually on behalf of the Owner.
THE PROJECT GENERALLY CONSISTS OF THE FOLLOWING WORK:
PHASE 1 | SCHEDULE 1 – WATER MAIN INSTALLATION : ±490 LF of 12-inch PVC and ±400
LF of 8-inch PVC water main installed via open-cut methods through residential
streets within the City of Sidney, Montana. Work will include typical water main
appurtenances including, but not limited to, fire hydrants, gate valves,
fittings, residential water service installations, and surface restoration. The
work shall be substantially complete by no later than Friday, October 3, 2025 or
within 60 calendar days from the Notice to Proceed for Schedule 1, whichever is
sooner. A Substantial Completion will be issued upon completion of Phase 1 |
Schedule I – Water Main Installation. Phase I | Schedule 2 – Water Main
Installation may not proceed until spring of 2027.
· PHASE 1 | SCHEDULE 2 – WATER MAIN INSTALLATION : ±415 LF of 12-inch PVC and
±60 LF of 8-inch PVC water main installed via open-cut methods through
residential streets within the City of Sidney, Montana. Work will include
typical water main appurtenances including, but not limited to, fire hydrants,
gate valves, fittings, residential water service installations, and surface
restoration. Phase I | Schedule 2 – Water Main Installation may not proceed
until spring of 2027. Notice to Proceed for Schedule 2 will be issued no sooner
than Monday, April 5, 2027 . The work shall be substantially complete by no
later than Friday, June 25, 2027 or within 45 calendar days from the Notice to
Proceed for Schedule 2, whichever is sooner. Pending completion of the new Water
Storage Tank, bid and awarded under a separate contract, work may be eligible to
begin in the fall of 2026.
· NOTE : This Project is part of a multi-phase project that will include
replacing the existing elevated water storage tank with a new spheroid water
storage tank and park/site restoration within North Park. These portions of work
will be bid and awarded under a separate contract at a later date and are not
included within this bid package. Refer to SECTION 01 11 00 SUMMARY OF WORK of
the Contract Documents for additional detail.

TECHNICAL INFORMATION INTERESTED BIDDERS MUST DOWNLOAD OR OBTAIN A COPY OF THE
FULL BIDDING DOCUMENTS AS DESCRIBED BELOW.
Bidders must download the bidding documents from either QuestCDN or receive
paper copies from the office of record to be a registered bidder and receive
addenda and any other information issued by the ENGINEER or OWNER. Addenda and
other information will not be sent to Bidders that obtain copies of the bidding
documents from other sources.

CONTRACTOR and any of the CONTRACTOR’s Subcontractors doing work on this project
will be required to obtain registration with the Montana Department of Labor and
Industry (DLI). . Forms for registration are available from the Department of
Labor and Industry at P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana
59604-8011. Information on registration can be obtained by calling
1-406-444-7734 . CONTRACTOR is required to have registered with the DLI prior to
bidding on this project and all laborers and mechanics employed by the
CONTRACTOR or Subcontractors in performance of the construction work shall be
paid wages at rates as required by the Laws of the State the work is being
performed. The CONTRACTOR must ensure that employees and applicants for
employment are not discriminated against because of their race, color, religion,
sex, or national origin.
Each bid or proposal must be accompanied by a certified check, cashier’s check,
or bid bond payable to the OWNER, in an amount not less than ten percent (10%)
[MT] of the total amount of the bid. Successful bidders shall furnish an
approved Performance Bond and a labor and materials Payment Bond, each in the
amount of one hundred percent (100%) of the contract amount. Insurance, as
required, shall be provided by the successful bidder(s) and a certificate(s) of
that insurance shall be provided. The bid bond, a copy of the CONTRACTOR’s
license or certificate of renewal, and applicable funding requirement forms
shall be included with each bid of proposal. All bids must be sealed.
No bid will be read or considered which does not fully comply with the above
provisions as to Bond and Licenses, and any deficient bid submitted will be
resealed and returned to the Bidder immediately.
The OWNER reserves the right to hold all bids and bid securities for a period
not to exceed thirty (30) days and to hold the three low bids and bid securities
for a period not to exceed ninety (90) days from the date of the bid opening.
The OWNER may, in its sole discretion, release any Bid and return the Bid
security prior to the end of these periods, waive any informality in any bid,
and to reject the bid of any party who has been delinquent or unfaithful in the
performance of any former contract with the OWNER.
The contract may be awarded based on the OWNER’s best interests. The award will
be based on the lowest cost combination of responsive, responsible bids, on the
Base Bid and various Schedules, Alternatives, and Additive Alternates, as
applicable, selected by the OWNER.
Funding agency notice, if applicable:
· The Project is being funded in part by the American Rescue Plan Act 2021 for
the State of Montana (ARPA) and the Montana State Revolving Loan Fund (SRF).
Bidders on this work will be required to comply with Title 40 CFR 35.3145(d),
President’s Executive Order No. 11246, and all other State and Federal
regulations and wage rate requirements required for said funding.

· MBE/WBE Subcontractor solicitation information forms, and the Certificate
Regarding Debarment should be included with each bid or proposal or submitted no
later than seven (7) calendar days from the date of bid opening.
