Plumas County District Attorney's Office reserves the right to reject any and all submittals and to waive any
informality, technical defect or clerical error in any submittal. This RFB is not an offer to contract. The accepted
proposal may become part of the contract agreement for furnishing the vehicle/services.

SOLICITATION INSTRUCTIONS
1. PROJECT SUMMARY
Contractor shall provide and deliver the vehicle specified hereunder to Plumas County District Attorney's
Office at 520 Main Street, Room 404, Quincy, California 95971. Contract award will be based on the
specifics listed below.
2. PRE-RFB SUBMITTAL ACTIVITIES
Plumas County District Attorney's Office is issuing this Request for Bids (RFB) for Service Vehicle to
acquire One (1) Full Size AWD or 4WD SUV (PCDA01). This document provides direction on preparing
proposals and describes the review and contract award process. Service Vehicle requirements are contained
in the Common Specifications & Features Section.
3. SERVICE VEHICLE DESCRIPTIONS
The service vehicle provided under this project include the following: Bid Number: PCDA01 - One (1)
Full Size AWD or 4WD SUV
4. COMMON SPECIFICATIONS & FEATURES
The service vehicle shall meet or have the following specifications or features:
New or late model with less than 35,000 miles
Capable of using regular unleaded
Automatic transmission
Air Conditioning
Power windows/door locks/mirrors
Antilock Brakes/Traction control
Power steering
Cruise control
Power brakes
Rear window defroster
Four (4) passenger doors
AM/FM stereo radio

A. PCDA01 SPECIFICATIONS & FEATURES
The vehicle shall also meet or have the following specifications or features:
Full Size EPA car classification
Four (4) passenger doors & one (1) rear access single lift hatch
All-wheel drive or 4-wheel drive
Capacity of five (5) passengers

5. RFB PREPARATION AND SUBMITTAL
PCDA will accept sealed bids through April 30, 2026 at 5:00 p.m. Bids may either be delivered in person
or via US mail to the following address: Plumas County District Attorney's Office, 520 Main Street, Room
404, Quincy, California 95971.
A. One original and one copy of the required bid documents shall be submitted in a non-transparent,
sealed envelope plainly marked on the exterior with "PCDA Vehicle Price Quote".
B. Price quotations for in-stock vehicles must include the year, make and model of the vehicle, and if
the vehicle is used, must indicate the mileage on the odometer at the time the price is quoted. PCDA
assumes that quotations are for in-stock vehicles subject to delivery upon execution of the purchase,
unless otherwise stated in the bid.
C. The form each quotation should take at a minimum is the full cash price of the vehicle quoted, sales
and or luxury taxes included, any associated fees and the cash total alongside product information
(i.e. facts, specifications, features, and warranty). Each proposal must contain an original signature
of a person authorized to act as an agent of the offering party.
D. It is PCDA's intent to review bid documents by the close of business on May 5, 2026.
E. PCDA reserves the right to reject all price quotations submitted without cause. Award will be made
to the lowest responsive, responsible bidder meeting all specifications. PCDA reserves the right to
waive any informalities in any bid and to accept the bid that appears to be in the best interest of the
PCDA.
6. DELIVERY:
Delivery of the vehicle to Plumas County District Attorney's Office shall be in accordance with the
following provisions:
A. Prior to delivery, the vehicle shall be completely inspected and serviced by the delivering dealer
and/or the manufacturer's standard pre-delivery checklist shall be completed and signed by a
representative of the organization performing the inspection service and delivered with the vehicle.
B. The following documents shall be delivered to Plumas County District Attorney's Office with the
vehicle:
i. Report of Sale
ii. Completed and signed pre-delivery service checklist
iii. Line Set Ticket or Window sticker with all options.
iv. Warranty Statements indicating the details of all covered components.
C. Delivery must occur within 30 calendar days of contract execution unless otherwise agreed in
writing by the County.

D. FOB Destination, Quincy, CA. Title and risk of loss pass to County upon final acceptance after
inspection at delivery.
7. LIMITATION OF SPECIFICATIONS
These specifications do not include a full and complete description of all required dimensions, materials,
services, or processes required to fulfill the project. Technical specifications are provided only for those
parameters that Plumas County District Attorney's Office considers key to achieving the overall goals and
objectives of the project.
8. EQUIPMENT & MATERIALS
The service vehicle shall be composed solely of new parts, materials, components, or subsystems. All
materials used in the construction of the vehicle and all its parts shall, where applicable, conform in all
respects to American Society of Testing Materials or similar applicable association standards.
9. TESTING & SAFETY REQUIREMENTS
The service vehicle shall comply with all applicable federal, state, and local laws and regulations in effect
at the time of vehicle manufacture. These agencies and standards may include, but are not limited to, the
Federal Motor Vehicle Safety Standards, the California Vehicle Code, the U.S. Environmental Protection
Agency, and the California Air Resources Board.
10. LICENSING & REGISTRATION
The vehicle shall be registered as a California exempt vehicle. Contractor shall prepare and file all necessary
registration, licensing and title paperwork for operation of the vehicle in the County of Plumas, State of
California. The full cost thereof shall have been included in the Contractor's bid price and shall not be
reimbursed separately.
11. MANDATORY STATUTORY COMPLIANCE
A. Nondiscrimination. Contractor shall not unlawfully discriminate or permit harassment based on
race, color, religion, national origin, ancestry, disability, medical condition, genetic information,
marital status, sex (incl. pregnancy), gender, gender identity/expression, age (40+), sexual
orientation, or military/veteran status; shall take affirmative EEO steps; post notices; keep
required records; and bind all subcontractors to these obligations.
B. Debarment and Suspension Certification. By submitting a bid, the Contractor certifies that
neither it nor any of its principals is presently debarred, suspended, proposed for debarment,
declared ineligible, or voluntarily excluded from participation in federal transactions, as defined
in 2 CFR Part 180 and Part 3000. The Contractor shall immediately notify the County if it or
any principal becomes subject to such a prohibition during the term of the contract.
C. Iran Contracting Act Certification. Contractor certifies that it is not identified on the list created
by the California Department of General Services pursuant to Public Contract Code 2203(b) as

an entity engaged in investment activities in Iran and is not otherwise in violation of the Iran
Contracting Act of 2010 (PCC 2200-2208). Contractor shall notify the County immediately
if it becomes listed at any time before award or during contract performance.
D. No Lobbying Clause. The Contractor certifies that no funds paid under any resulting contract
shall be used to influence or attempt to influence any officer, employee, or elected official of the
County, the State of California, or the federal government in connection with the awarding,
extension, continuation, renewal, amendment, or modification of this contract, in accordance
with 31 U.S.C. 1352 and applicable state law. Contractor shall disclose any lobbying activities
as required by law.
E. Conflict of Interest. Contractor certifies that it has no financial, business, or other relationship
with any County officer or employee that would violate Government Code 1090, the Political
Reform Act (Gov. Code 81000 et seq.), or any County conflict-of-interest policies. Contractor
shall not employ, subcontract with, or otherwise compensate any current County officer or
employee in violation of state law. If a potential conflict arises at any time, Contractor must
immediately disclose it to the County in writing.
12. BID PROTESTS
Any directly affected party who is aggrieved in connection with the solicitation or award of a purchase
order or contract issued through a formal sealed bid procedure may protest the procurement action taken.
Such protests must be filed in writing with:

Protests must be filed in writing within five (5) working days from the time of the occurrence generating
the protest. Protests received after this time will not be considered. Any protest shall include the following
information:
A. The date and action taken resulting in a protest, and
B. 2. Identify the material issue, including a detailed explanation of the basis for the protest, and the
remedy sought. Specification related protests must be fully supported by technical data test results,
or other pertinent information, that the substitute offered is equal to or better than the specification
requirement.
