Scope of Services
2.0        SCOPE OF GOODS AND/OR SERVICES AND APPLICABLE SPECIFICATIONS

This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL.
2.01        The awarded contractor(s) shall work with the District Representative and shall perform all services required to plan, oversee the preparation, manage and move various types of furniture, supplies, office machines, records, computer equipment and other items. The awarded contractor shall not utilize “staffing agents” to perform any services under this Contract.
A.        Contractor

The awarded contractor shall furnish all transportation, equipment, labor, tools, packing materials, tote boxes, labeling and sealing materials in a usable condition as required to relocate items in the related move(s). The items consist of office furniture, classroom furniture, equipment, and boxed files. The awarded contractor will be given the opportunity to view the job sites in order to ascertain a more accurate accounting of all items required to be relocated.
B.        Places, Times and Dates

The District Representative will contact the awarded contractor at least one (1) week prior to any anticipated move times and a firm date and time will be confirmed. In the event an area in the new location is not ready for occupancy in the specified moving time frame, the awarded contractor will be notified by the District Representative and a new time frame shall be established as mutually agreed upon.
C.        Packing

The awarded contractor shall perform any packing of the items as directed by the District Representative, to adequately protect said items from damage during the move. The awarded contractor shall protect any equipment containing drawers, doors or panels by strapping or other methods commonly accepted by the industry. The contractor shall disassemble /dismantle any item as necessary to facilitate moving and shall reassemble at the new location. Reassembly shall include all furniture, shelving units, cabinets, file folder cabinets, etc. The awarded contractor shall furnish packing materials. The use of damp, wet, mildewed, unclean or pest infested packing materials is prohibited.
D.        Marking

The awarded contractor shall mark each box/container not packed or labeled by the District Staff with a description of contents and specific location (provided by the District Representative) where each box/container is to be placed in the new location. The District Representative will issue specific instructions for labeling prior to each move. The District Representative will tag the records, equipment and furniture. The awarded contractor shall provide colored labels and boxes to the District Representative for staff to pack and label boxes.
E.        Pre-Existing Conditions

Twenty-four (24) hours prior to commencement of the move, a meeting and a walk through of the site shall occur to verify condition of the new facility. A drawing will be marked to document any and all areas that have been damaged. This will illustrate any paint damage to walls or ceiling, scratch marks to doors, elevator damages, office equipment, furniture and etc. The awarded contractor will sign off on these documents and this official document will be used at the end of this assignment to access what damage (if any) has occurred as a result of the move. The awarded contractor will be responsible to repair, replace or refurbish all areas, and/or repairing or replacing damaged furniture and equipment to the satisfaction of The School District of Osceola County District Representative. All repair work shall be coordinated with District Representative during final punch out.
NOTE: After repairs are completed or after the awarded contractor has agreed payment to the Board for repairs, all parties will sign off on the floor plan documenting that the contract is complete and that all fixtures, furniture and equipment have been placed and all repairs and damages have been resolved.
F.        Contractor’s Project Manager

The awarded contractor shall provide an experienced person (“Project Manager”) who shall satisfactorily supervise the entire project on behalf of the awarded contractor for the entire duration of the project. The Project Manager shall serve as a team member with District Representative staff and shall be present at each and every move segment contracted for management of the move process. The awarded contractor’s Project Manager shall be the primary interface between the District Representative and the awarded contractor. The awarded contractor’s Project Manager will explain in detail all necessary packing and labeling procedures and provide all necessary materials. The awarded contractor’s Project Manager shall also individually discuss with department heads the logistics of their particular department move within the move segment. The awarded contractor’s Project Manager will also be expected to attend District Representative Staff meetings (if requested) related to the appropriate move to review aspects of the contracted move segment, resolve any problems, and review cost and performance.
The District Representative will identify exact site locations to be moved, to facilitate the immediate and exact removal of existing furniture, equipment and general office effects. The District Representative shall also supply Contractor with plans of each floor and areas of the new building, when available. The Contractor’s Project Manager shall be responsible for coding in such a fashion to facilitate the immediate and exact placement of existing furniture and equipment, new furniture and equipment, as well as furniture contents and general office effects.
The District Representative will endeavor to supply the awarded contractor with floor layouts for each destination to be used in showing the final furniture and equipment placemen of each destination.
G.        Traffic Control

The awarded contractor shall be responsible for placement of appropriate pedestrian warning signs and approved physical barriers for each loading and unloading area. Awarded contractor shall coordinate with the District Representative to provide pedestrian and traffic control and to secure all necessary permits. The awarded contractor will not be permitted to block handicapped parking spaces at any time.
H.        Equipment

In conjunction with the relocation, the awarded contractor shall use proper equipment to ensure an efficient, cost controlled and expeditious move. This equipment shall include, but not limited to, a sufficient, number of:

        Closed moving vans/trailers,

        Carriers for the transport of typewriters, office machines and personal computers,

        Rubber-wheeled dollies,

        Bins and hampers,

        Conveyors,

        Shelf carts and

        “A” frames.
I.        Backup Equipment: The awarded contractor shall have sufficient backup tractor/trailer or straight truck capability to handle the breakdown of any single unit during a move segment.
J.        Identification: All vehicles must be clearly identified with the name of the awarded contractor.
K.        Equipment Quality: Interior of vans shall be cleaned prior to the commencement of the relocation. All vehicles must be equipped with logistic load securing systems and adequate clean padding in sufficient quantities to assure safe, damage-free transportation of the contents.
L.        Pre-Move Procedures

Adequate instructions for the packing and labeling shall be provided by the awarded contractor to District Staff to assure an economical move and the protection of the assets of the District. Most items to be moved will be packaged, labeled, and identified by the District Representative with assistance from the awarded contractor, before each move segment. The awarded contractor may be asked to pack specific items which will be covered by the awarded contractor’s 100% replacement insurance.
M.        Pre-Move Inspection: The awarded contractor shall work with the District Representative to develop and implement a load sequence system as necessary and/or requested.
It will be the responsibility of the District Representative to place appropriate signage identifying area/room assignments for the delivery of furniture, box materials, etc., at the new facility for efficient material handling. This directional information will correspond in content to the floor plans provided by the District Representative.
N.        Files and Libraries: The awarded contractor may be required to provide adequate staff and material to assist the District Representative’s Staff in the proper packing and unpacking of libraries and large file rooms. The exact requirements for this service shall be established by the District Representative during the walk through associated with each anticipated move. The awarded contractor’s Project Manager shall present a plan for providing this service prior to the move.
O.        Van Door Seals: If required, the awarded contractor shall provide numbered seals and/or locks for selected use or for each truck or trailer door to be applied by the District Representative upon completion of loading, if van is stored for a prolonged period and to be removed by the District Representative before unloading. Use of seals and/or locks on any truck or load shall be at the District Representative sole discretion.
P.        Special Handling Requirements: Special handling requirements shall be noted by tag prepared by the District Representative and conspicuously placed on the individual article requiring special handling. In addition to the special services noted below, the District Representative shall notify the awarded contractor of special handling requirements during the pre-move walk through.
Q.        Special Equipment: Special care and attention shall be given by the awarded contractor in moving various electronic equipment and office machinery, including but not limited to, monitors, printers, copiers, and CPU’s, etc.
R.        Modifications of Work

The District Representative reserves the right to make changes in the services and work, including alterations, reductions therein or additions thereto. Upon receipt by the awarded contractor of the District’s notification of a contemplated change, the awarded contractor shall (1) if requested by the District, provide an estimate for the increase or decrease in cost due to the contemplated change and (2) advise the District in writing if the contemplated change shall affect the awarded contractor’s ability to meet the performance requirements.
If the District so instructs in writing, the awarded contractor shall suspend work on the portion of the work affected by a contemplated change; pending the Board’s decision to proceed with the change.

S.        Storage

Storage may be requested by the District’s Representative, with air conditioned facilities and non-air conditioned facilities. A detailed inventory list shall be completed of what office furniture, classroom furniture, equipment and boxed files etc. that is being stored. One copy shall remain with the Department/School and one copy shall be kept with the awarded contractor. The awarded Contractor shall pick up, store and delivery to requested sight.
2.02        AWARD

The School Board reserves the right to award the contract to the bidder(s) that the School Board deems to offer the lowest responsive and responsible bid(s), as identified elsewhere in this solicitation. The School Board is therefore not bound to accept a bid on the basis of lowest price. In addition, the Director of Procurement Services, as the School Board’s representative, in her sole discretion reserves the right to cancel this Bid, to reject any and all bids, to waive any and all informalities and/or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interest of the School Board to do so.
The School Board also reserves the right to make multiple awards based on experience and qualifications or to award only a portion of the items and/or services specified. This will ensure the district’s needs are able to be met. If multiple bidders are selected the one offering the best pricing, experience and qualification will be the “Primary”, and the second lowest bidder will be the “Alternate”. The Primary bidder will have the first opportunity to accept or refuse any project, if accepted a purchase order will be issued for moving and storage services. If the Primary bidder is unavailable or unable to perform the services when needed, the Alternate bidder will be given the opportunity.
