INVITATION FOR SEALED BIDS

The City of Newport, Kentucky, through the Newport Fire/EMS Department, will receive sealed bids for the purchase of one (1) new Type I Structural Fire Engine (Pumper).

Sealed bids must be clearly marked:

1. INTRODUCTION
The City of Newport, Kentucky (City), through the Newport Fire/EMS Department, is soliciting sealed bids from
qualified fire apparatus manufacturers and/or authorized dealers for the purchase of one (1) new Type I Structural Fire
Engine (Pumper).
The apparatus shall be new, unused, and compliant with all specifications contained herein. The City reserves the right
to reject any or all bids, waive informalities, and award the contract in the best interest of the City.

2. INSTRUCTIONS TO BIDDERS
2.1 Bid Submission
Bids shall be submitted in a sealed envelope clearly marked:

2.2 Required Bid Materials

3. GENERAL REQUIREMENTS
3.1 Compliance
The apparatus shall comply with:
The latest edition of NFPA 1900 Standard for Automotive Fire Apparatus
All applicable Federal Motor Vehicle Safety Standards (FMVSS)
All applicable Commonwealth of Kentucky regulations
Additional requirements:
Complete specifications and engineering drawings shall be included with the bid
Single-Source Manufacturing: The manufacturer shall design, engineer, and fabricate major components
(chassis, cab, and body) and maintain full control of the production process
The bidder must maintain a service facility within 50 miles of 998 Monmouth Street Newport, KY 41071

All warranties must be included in the proposal
3.2 Manufacturer Qualifications
Bidders shall:
Have a minimum of ten (10) years of experience manufacturing fire apparatus
Provide proof of authorized dealership (if applicable)
Provide documentation of liability insurance and business licensing
Meet single-source manufacturing requirements
3.3 Drawings and Approvals
A detailed pre-construction approval drawing shall be submitted and approved prior to fabrication
The approved drawing becomes part of the contract
A revised drawing reflecting any approved changes shall be submitted prior to completion
Drawings shall include (at minimum):
Chassis and cab configuration
Lighting layout
Compartment configuration
Major component locations
3.4 Delivery and Acceptance
Apparatus shall be delivered fully operational and road-ready
Final inspection will be conducted by City representatives
Acceptance occurs upon:
o Successful inspection
o Delivery of all documentation
o Completion of required training

Critical Fit Requirement:
The apparatus must fit within the fire station located at 171 Main Street, Newport, KY (with no water on board) as a
condition of final acceptance.
