Attachment A - Scope of Work/Specifications
GENERAL
New Castle County is seeking repair services and parts for Sewer TV equipment. Proof
will be required of each vendor that has satisfactorily maintained, and repaired
equipment of the type and character covered herein for a period of at least five (5) years,
and that they are an authorized manufacturer's service facility.
Successful vendors must meet or exceed all federal, state and local rules and regulations
as related to this type of service/repair and must perform work in accordance to them,
including, but not limited to, licenses, permits, insurance, etc.
Vendor must have a local telephone number or offer toll-free service.
Vendor shall have the necessary facilities and organization in their direct employment to
provide skilled, competent and trained mechanics for New Castle County repairs/service.
All County-owned equipment located at vendor's facility shall be turned over to New
Castle County at the conclusion of the contract term.
No portion of this contract may be subcontracted without prior approval of New Castle
County.
All materials, equipment and parts supplied herein shall be at discounted rates.
RESPONSE
Vendor shall provide an estimate for the total repair costs for each piece of equipment
submitted for repair within 24 hours of receiving it at vendor's facility.
Equipment shall be returned to New Castle County within four (4) days of receipt at

vendor's facility, unless otherwise agreed to by New Castle County's designated
representative.
The vendor will return the equipment F.O.B. Destination to New Castle County,
Department of Public Works, 100 Churchman's Road, New Castle, DE 19720, unless
otherwise specified by New Castle County. A packing slip must be sent with each delivery
and must be itemized for payment. Shipping costs are the vendor's responsibility for the
parts ordered and the items being returned. Prices quoted for repairs shall be inclusive
of shipping costs.
SCOPE OF WORK
The work to be performed by the vendor under these specifications shall consist of
furnishing all material, labor, supervision, tools, supplies, and other expenses necessary
to provide fully functional sewer TV and grouting equipment to New Castle County.
Services include repairs of every description, including examinations, adjustments and
testing.
On major failures, the vendor shall evaluate the cost of repair versus the cost of
replacement, and advise the County if repair appears to be uneconomical.
The County will pay for repair parts and equipment as needed. Removal and installation
of parts will be billed at the scheduled service hourly rate. All costs, e.g., for parts at
wholesale discount rates, for number of hours necessary to complete repairs, etc., shall
be in line with industry standards or may result in termination of the contract by the
County.
Upon completion of the work, the vendor shall provide New Castle County's designated
representative with a written report of any service performed. This report shall list, at
minimum, the following items:
1. Date service requested by New Castle County
2. Identification of the equipment
3. Description of repairs or parts replaced and wholesale rate discount applied
4. Man-hours required

REPAIR PARTS
The vendor is required to maintain a stocked supply of parts. Parts must be the original
manufacturer's replacement parts or New Castle County approved equal. Only new parts
are to be used. New Castle County reserves the right to request installation lists and parts
price lists. All parts not stocked by the vendor will be available within two (2) days.
Should the vendor fail to provide the part(s) necessary for the repair within this time
frame, New Castle County reserves the right to obtain the part and repair service from
another source.
WARRANTY
Vendor is to identify with the bid submission a statement as to the guarantee on parts
and labor, which shall at minimum be 100 percent warranty on parts and labor for ninety
(90) days. If the County determines that repeat repairs are due to incorrect installations,
defective parts, etc., on the part of the vendor or their supplier(s), the costs of correcting
any such problem(s) shall be the sole responsibility of the vendor.
PRICING
Vendor shall quote an hourly rate for repair work. For purposes of evaluating discount
offered on parts, vendor shall quote specific parts less discount off manufacturer's list
price.
INVOICE
Invoicing must include the purchase order number, a description of the work, and a
description/list of all parts used. On any work done under the "Labor Rate - Hourly",

the invoice will include the number of hours worked and the hourly rate.
DELIVERY
F.O.B. Destination various New Castle County locations. The majority of deliveries will be
made to the Department of Public Works, New Castle, DE 19720.
FORM OF PROPOSAL
Prices shall be quoted on the attached form (Attachment B) , showing prices as outlined,
and signed by an official of the firm. Vendors shall also identify with their bid submission,
how many years they have provided the type of service required herein. In addition,
vendors shall provide evidence that they are an authorized manufacturer's service facility
for each brand bid.
