Historic Courthouse Drywall Ceiling Repairs and Painting
Scope of Work:
Carteret County Government is seeking competitive proposals for the ceiling repairs, painting and minor electrical at the Historic
Courthouse located at 302 Courthouse Square, Beaufort, NC 28516.
The Contractor shall abide by the details and shall refer to the diagrams and associated pictures in addition to the scope of work
specified within the documents provided below. The Contractor shall provide all labor, materials, equipment, and services
necessary for the turn-key completion of the project.
General Scope of Work
• The Contractor shall schedule a site visit with the County POC to familiarize themselves with the scope of work.
• Remove all old screws in metal studs where drywall has been previously pulled.
• Replace and tie-in four missing/damaged metal studs to support the new drywall.
• Install approximately 64’ x 3’ 6” of 5/8th drywall, and patch one small area (1’x1’) of drywall where missing around
sprinkler head.
• All new drywall shall be tapped and finished, ready for paint.
Alternate Bid No.1
• The Contractor shall use a blocking primer if needed and paint the entire ceiling as shown in the diagram below.
Ceiling paint shall be flat white.
Alternate Bid No.2
• The Contractor shall replace one (1) missing recessed light fixture (to match others) and one (1) emergency/exit light.
Alternate Bid No.3
• The Contractor shall prep and paint all walls, seven (7) interior doors and casings, all bead-board and associated trim,
within the project area as shown on the diagram below.
• All signs shall be removed, boxed up, and handed to the POC.
• All wall accessories, excluding the hardwired devices, shall be removed prior to painting. These accessories shall be
reinstalled after painting.
• All walls shall be painted Agreeable Gray, SW 7029 or equivalent, with a minimum of two coats.
• The existing metal HVAC grates shall be removed, cleaned, primed, and painted with appropriate paint to match the
new wall paint.

• All doors, casings, bead-board, and trim shall be painted Alabaster, SW 7008, with an emerald urethane trim enamel,
semi-gloss finish, or equivalent.
Additional Provisions
• The Contractor shall field verify all measurements and material quantities.
• The Contractor shall provide a detailed breakdown on company letterhead with this RFP.
• Any damages caused by the Contractor shall be repaired or replaced at the Contractor’s expense, subject to the
County’s discretion.
• The awarded Contractor shall execute a contract with the County and comply with all Terms and Conditions and the
Agreement for Services.
• The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy of
any permits), and comply with all laws, ordinances, codes, rules and regulations bearing on the conduct of the work.
Permits shall be posted onsite at project location. No time extensions shall be granted or financial consideration given
to the Contractor for time or monies lost due to violations of any such ordinance, code, law or regulations that may
occur.

Award of Contract
Carteret County Government reserves the right to award to multiple Contractors deemed to be fully qualified and best
suited among others submitting proposals on the basis of the evaluation factors included within this RFP. Once the
proposals are ranked by Carteret County Governments Committee and the qualified Contractor is determined,
Carteret County Government may conduct further negotiations, and/or request presentations to any or all
Contractors. Carteret County Government reserves the right to accept or reject, in whole or in part, proposals
directed to the best interest of the County. Each Contractor shall fill out the required information within this RFP,
submit Certificate of Insurance for liability and Worker’s Compensation in order for the proposal to be qualified.
Carteret County Government reserves the right to reject any or all proposals for any reason.

Proposals shall be emailed, mailed, and/or hand delivered to the address of the POC shown above, and if
mailed the sealed envelope shall clearly state the name of this RFP. It is the sole responsibility of the
Contractor to ensure that their proposal arrives by the designated submission date assigned.

ALL BIDDERS SHALL COMPLY WITH ALL APPLICABLE LAWS REGULATING THE PRACTICE OF
GENERAL CONTRACTING AS CONTAINED IN CHAPTER 87 OF THE GENERAL STATUTES OF NORTH
CAROLINA. FOR CONTRACTS $40,000 OR MORE, EXCEPT FOR CERTAIN SPECIALTY WORK AS
DETERMINED BY THE LICENSING BOARD, BIDDERS ARE REQUIRED TO BECOME LICENSED BY THE NC
LICENSING BOARD.
Please provide a detailed cost breakdown on official company letterhead, clearly itemizing materials, labor, and
applicable taxes.
All bids shall be prepared and submitted in accordance with the following requirements. Failure to comply with any
requirement may cause the proposal to be considered irregular and may be grounds for rejection.
