I. Purpose
The County of Spotsylvania, Virginia is seeking proposals from qualified firms to establish
contracts to provide engineering support services and experienced professional, technical and
qualified personnel to assist in transportation engineering, transportation construction
management and inspection, public private partnership (P3) project support, and transportation
planning and analysis on an as-needed basis, as further described in Section II, Scope of Services.
Spotsylvania County administers the design, right-of-way acquisition, utility relocation, and
construction of a wide variety of local transportation projects either under the Virginia
Department of Transportation (VDOT)'s Locally Administered Project (LAP) program or under
permit with VDOT. Typical projects administered by the County include, but are not limited to,
design and construction of sidewalks, shared use paths and trails, turn lanes, shoulders, additional
travel lanes, adjustments to traffic signals, commuter parking lot improvements, commercial
entrance improvements, realignment of curves, drainage improvements, new roadways
alignments, and interchange modifications. Projects are located on secondary roads and primary
roads throughout the County and may be financed with any combination of local, state and
federal funding sources. Close coordination with VDOT is required to ensure that all applicable
state and federal requirements are followed during all phases of locally-administered projects and
that projects constructed under permit meet VDOT standards.
The County also pursues regional, state, and federal transportation grant funding opportunities for
local transportation projects. Examples include the Fredericksburg Area Metropolitan Planning
Organization (FAMPO)'s CMAQ and STBG regional funding programs, the State's Smart Scale,
Revenue Sharing, and Transportation Alternatives Program (TAP) programs, and Federal funding
opportunities under the Infrastructure Investment and Jobs Act such as the BUILD program and
the Federal Railroad Administration (FRA)'s Railroad Crossing Elimination (RCE) program.
These programs generally require studies or other types of transportation planning and
engineering analysis to satisfy project readiness criteria.
The awarded contract(s) will be task order based for multiple projects and may be used by all
Spotsylvania County Departments. Interested firms must be capable of responding to multiple
task orders concurrently during the term of the contract.
During the Contract terms the County estimates the total spend at about Ten Million Dollars
($10,000,000), with an estimated annual budget of about Two Million Five Hundred Thousand
Dollars ($2,500,000).
II. Procurement Schedule

III. Scope of Services
Spotsylvania County is seeking written proposals from qualified professional engineering firms to
provide engineering support services and experienced professional, technical and qualified
personnel to assist in transportation engineering, transportation construction management and
inspection, and transportation planning and analysis services as determined by Spotsylvania
County, Virginia.
The scope of services may include items noted under "Particular services and disciplines.
Particular categories of service", but are not limited to this list and can also include
documentation of existing conditions, engineering analyses, design development, survey, plan
reviews, analysis of cost data, development of independent estimates, reconciliation of quantity
cost differences, development of reports and accurate cost projections, compliance with federal
and state statutes, and support of Spotsylvania County's transportation projects and initiatives. In
addition, services may include review of construction activities and documents in accordance
with the department's minimum requirements for QA/QC and project management,
administration and support and civil rights compliance, public affairs, communications,
Transportation Management Plan development and execution, risk management, claims
avoidance and other relevant activities related to the various projects and initiatives.
Particular categories of services and disciplines include but are not limited to:
A. TRANSPORTATION ENGINEERING AND PLANNING AND ANALYSIS
1. General Scope. Offeror shall provide all necessary and/or required transportation
planning, project management, engineering, modeling services and design elements of
projects conducted under the Virginia Department of Transportation's (VDOT) Locally
Administered Projects (LAP) program and transportation projects not conducted under
VDOT LAP program for transportation projects including, but not limited to:
* multimodal corridor studies * transportation project
* bicycle/pedestrian studies feasibility studies
* intersection studies * safety studies
* small area plans * speed and delay studies
* interchange justification * survey work
report (IJR) and interchange * parking studies
access report (IAR ) studies * infrastructure inventories

The Offeror shall also provide transportation engineering support for County updates to
its Design Standards Manual (DSM).
Additionally Offeror shall provide grant preparation for regional, state, and federal
funding opportunities including but not limited to FAMPO Congestion Mitigation and
Air Quality (CMAQ)/ Carbon Reduction (CR) and Surface Transportation Block Grant
(STBG), George Washington Regional Commission (GWRC) 5307, State Smart Scale,
Revenue Sharing, and TAP, and Federal funding opportunities under the Infrastructure

Investment and Jobs Act such as the BUILD program. The Offeror shall also provide
transportation engineering support for County updates to its Design Standards Manual
(DSM) available on the County website (https://www.spotsylvania.va.us/2859/Design-
Standards-Manual).
2. This work is to be accomplished utilizing Microstation Connect Edition, and design
modeling with OpenRoads Designer programs. Projects will be developed utilizing
VDOT's policies and procedures and FHWA's guidelines. Projects will be developed

3. VDOT utilizes Bentley ProjectWise collaboration software. Offeror will be required to
submit project related documents through Bentley ProjectWise for VDOT review.
4. Specific VDOT Local Assistance Division (LAD) Requirements. All work for
Revenue Sharing Grant applications shall abide by the latest edition of the LAD Revenue
Sharing Program guidelines and all work for the Transportation Alternatives Program
(TAP) shall abide by the latest edition of the LAD TAP Program guide.
5. Specific VDOT LAP Requirements. All work for the VDOT LAP program shall be
required to abide by the latest edition of the VDOT's LAP Manual, the latest edition of
VDOT's Road and Bridge Specifications, VDOT's Road Design Manual, VDOT's
Minimum Quality Assurance and Quality Control, Federal Acquisition Regulations
(FAR), and Federal Highway Administration Uniform Act, or the edition in effect as of
the beginning of design work requested.
6. Specific VDOT Requirements. All work for the VDOT LAP program shall be required
to abide by the latest edition of VDOT's Road and Bridge Specifications, VDOT's Road
and Bridge Standards, VDOT's Road Design Manual, VDOT's Minimum Quality
Assurance and Quality Control, Federal Acquisition Regulations (FAR), and Federal
Highway Administration Uniform Act, or the edition in effect as of the beginning of
design work requested.
7. Specific County Requirements. In addition to the terms and conditions required for all
VDOT projects, all projects shall also abide by the County's Design Standards Manual
(DSM) available on the County website (https://www.spotsylvania.va.us/721/Design-

B. TRANSPORTATION CONSTRUCTION MANAGEMENT AND INSPECTION
1. General Scope. Offeror will be required to provide construction management services
for the County's LAP projects, where applicable, to include, but not limited to:
* ensuring compliance with construction drawings
* data/records management for construction documentation

* project site representation
* project material testing/inspection
* general services to promote adequate project site representation
2. Specific VDOT LAP Requirements. All work for the VDOT LAP program shall be
required to abide by the latest edition of the VDOT's LAP Manual, specifically Project
Delivery (Construction Administration), or the edition in effect as of the beginning of
design work requested.
3. Specific VDOT Requirements. All work for the VDOT LAP program shall be required
to abide by the latest edition of VDOT's Road and Bridge Specifications, VDOT's Road
Design Manual, VDOT's Minimum Quality Assurance and Quality Control, Federal
Acquisition Regulations (FAR), and Federal Highway Administration Uniform Act, or
the edition in effect as of the beginning of design work requested.
4. Specific State of Virginia Office of Intermodal Planning and Investment (OIPI)
Requirements. All work for the OIPI's Smart Scale program shall be required to abide
by the latest edition of Smart Scale Technical Guide in effect at the time the work is
requested.
5. Specific County Requirements. In addition to the terms and conditions required for all
VDOT projects, all projects shall also abide by the County's Design Standards Manual
(DSM) available on the County website (https://www.spotsylvania.va.us/2859/Design-
Standards-Manual).
C. PUBLIC PRIVATE PARTNERSHIP PROJECT SUPPORT
1. General Scope. Offeror shall provide all necessary and/or required project management,
engineering, and design elements of County P3 and Developer cost share projects
including, but not limited to:
* project management,
* data collection
* traffic forecasting
* toll revenue forecasting
* environmental services
* preliminary and final designs of
new public roadways and roadway widenings
new or modified highway interchanges
toll facilities
new bridges
commuter parking lot expansion
* intersection improvements,
* traffic signal improvements

* advanced traffic management systems design
* right-of-way acquisition management
* utilities relocation management
* planning studies, evaluations, analysis, recommendations
* cost and time estimates, reports
* feasibility studies
* field inspections and investigations
* developer cost share projects
Offeror will also be required to provide construction management services for the
County's P3 projects and developer cost share projects, where applicable, to include, but
not limited to: ensuring compliance with construction drawings, data/records
management for construction documentation, project site representation, project material
testing/inspection, and general services to promote adequate project site representation.

IV. Offeror's Instructions
A. This procurement shall be conducted in accordance with the competitive negotiation
procedures of the Spotsylvania County Procurement Policy. The Procurement Policy is
available at: http://www.spotsylvania.va.us/377/Spotsylvania-County-Policies.
B. Electronic Procurement/Late Proposals. Offeror shall follow instructions for submittal
electronically via eva.virginia.gov. It is the Offeror's sole responsibility to ensure timely
submission by the stated date and time on page 1 of this RFP. The County cannot accept late
Proposals. Offeror shall assume full responsibility for timely submission of their proposal.
Please check for updates prior to submission a Proposal. The County encourages early
submission.
NOTE:
* The County is not responsible for any website (eVA) related issues. If the issues
result in late Proposal submission, the County will not be able to accept your
Proposal.

C. Terminology. As used in this RFP, the terms "must", "shall", "should" and "may" identify the
criticality of requirements.
a. "Must" and "shall" identify requirements whose absence will have a major negative impact
on the suitability of the proposed solution. Depending on the overall response to the RFP,
some individual "must" and "shall" items may not be fully satisfied, but it is the intent to
satisfy most, if not all, "must" and "shall" requirements. The inability of an Offeror to
satisfy a "must" or "shall" requirement does not automatically remove that Offeror from
consideration; however, it may seriously affect the overall rating of the Offerors' proposal.
b. "Should" or "may" identify requirements that are highly desirable, although their absence
will not have a large impact and would be useful but are not necessary.
D. Proposals may be withdrawn at any time before the proposal due date and time. Any Offeror
wishing to withdraw the Proposal after proposal due date and time may do so in accordance
with Spotsylvania County Procurement Policy. All Proposals not so withdrawn shall constitute
an irrevocable offer for a period of 180 days.
E. Questions from Offeror's shall be emailed to the Procurement Officer and received by the date
and time identified on Page 1 of this RFP, in order to ensure that the answers can be sent and
received by prospective Offerors for their consideration prior to the proposal due date. The
County is not responsible for verbal clarification of information.
F. All responses to inquiries will be in writing in the form of an Addendum and will be posted on
eVA, www.eva.virginia.gov and on the Procurement Division website at
https://www.spotsylvania.va.us/374/Solicitations.
G. All updates are posted on the Spotsylvania County website at
https://www.spotsylvania.va.us/374/Solicitations and www.eva.virginia.gov. It is the
responsibility of the Offeror to check for additional updates prior to submission of
Proposal.
H. All costs for proposal preparation, submission, presentation, travel and/or other expenses
associated with proposal submission shall be borne by each Offeror. The County is not liable
for any cost incurred by the Offeror prior to issuance of a contract.
I. Should the Proposal contain proprietary information, Offeror shall provide one (1) redacted
copy of the proposal and attachments with proprietary portions removed or blacked out. This
copy shall be clearly marked "Redacted Copy". The classification of an entire proposal
document, line-item prices and/or total proposal prices as proprietary or trade secrets is not
acceptable. The County shall not be responsible for the Contractor's failure to exclude
proprietary information from this redacted copy. No other distribution of the proposal shall be
