BACKGROUND
Since 2009, New Castle County Public Works has pursued continuous improvement of its
O&M practices through the CMOM Enhancement Program. The program focuses on
developing strategies to more effectively evaluate, clean, and maintain the County's
sanitary sewer assets while optimizing the use of funds and resources. Improvements have
been achieved through the development of alternative management approaches,
refinement of operational practices, and the evaluation and implementation of new
technologies. This systematic approach has enabled the County to demonstrate to
regulators that regulatory objectives can be met more effectively by modifying and
enhancing its management practices.
SCOPE
Consultant responsibilities for field management may include, but are not limited to:
engineering support; sewer mapping; CCTV investigations and related cleaning in
accordance with NASSCO PACP; manhole inspections; acoustic pipe testing; CCTV video
review; pipe and manhole condition assessment; data analysis; identification of system
issues; development and delivery of educational and training programs; evaluation of O&M
and safety practices; and assessment and integration of new and emerging technologies.
Consultant responsibilities for O&M planning and implementation may include but are not
limited to: engineering and planning support; regulatory compliance assistance; operational
recommendations; development of data driven maintenance management; repair and
rehabilitation recommendations and design; survey; preparation of emergency
construction plans and specifications; trenchless rehabilitation support; and construction
oversight.
Sewers included in this work may encompass collection pipes, laterals, force mains, trunk
lines, and interceptors.
The professional services to be rendered will commence within seven (7) days after
issuance of purchase order to vendor and will continue through June 30, 2027. This contract
may be extended for the period of five (5) additional years on a year-by-year basis by mutual

agreement between New Castle County and the vendor.
GENERAL CONTRACT AND PROPOSAL INFORMATION
1. Acceptance of Proposal Content - the contents of the proposal of the successful firm
will become a part of any contract awarded as a result of these specifications.
2. Firm's Responsibilities - the selected firm will be required to assume sole
responsibility for the complete effort as required by the RFP. The County will
consider the selected firm to be the sole point of contact with regard to contractual
matters.
3. Rejection of Proposals - the County reserves the right to reject any and all proposals
or to award in whole or in part if deemed to be in the best interests of the County to
do so. The County reserves the right to extend this contract to include other County
locations. The County shall have authority to award orders or contracts to firm's best
meeting specifications and conditions.
4. Ownership of Material - ownership of all data, material and documentation
originated and prepared for the County pursuant to this contract shall be transferred
to the County upon completion of the contract.
5. No firm may use the name of the County in any advertisement without the written
consent of the General Manager of Public Works.
6. Licensing - the successful firm must comply with appropriate Delaware law to
conduct business in this State. Copies of all required licenses and certifications
must be supplied prior to the award of any contract resulting from this RFP.
7. Non-collusion - no firm shall directly or indirectly enter into any agreement,
participate in any collusion, or otherwise take any action in restraint of free
competition for this contract.
8. Confidentiality - all work performed under this contract shall be considered
confidential in nature.
