1. Background
FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people
everywhere can access the opportunities they need to lead full, healthy lives.
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health project funded by the United
States Government. EpiC is led by FHI 360 with core partners and draws upon regional and local partners.
The project receives Global Health Security funding to strengthen global, regional and local public health
systems in alignment with national priorities and United States Government goals.
Under the EpiC Jamaica program, the Ministry of Health and Wellness (MOHW) has requested four
purpose-built refrigerated delivery vehicles to support the safe transport of temperature-controlled and
ambient products across urban and rural operating environments in Jamaica.
2. Purpose and Procurement Structure
FHI 360, on behalf of the EpiC project, invites qualified local and international suppliers to submit quotations
for the supply, delivery, registration, commissioning and warranty support of four (4) new, unused, current-
production, right-hand-drive dual-compartment refrigerated delivery vehicles meeting or exceeding the
requirements in Annex A for the purpose of transporting specimen samples from Health Regions to central
labs.
Each completed vehicle must be delivered as an integrated, roadworthy and fully commissioned unit. The
supplier will retain single-point responsibility for the base vehicle, insulated cargo-body conversion,
refrigeration system, electrical accessories, registration support, acceptance testing, training, warranties and
after-sales support. A supplier may use a manufacturer, converter or specialist subcontractor, but must
disclose the arrangement and remain fully accountable for performance.
3. Quantity and Scope of Supply
* Four (4) identical or technically equivalent completed vehicles, unless FHI 360 approves a proposed
variation in writing.
* New, unused, current-production, right-hand-drive commercial vehicle platforms suitable for tropical
conditions and loaded operation on urban and rural roads.
* Purpose-built insulated cargo bodies with one refrigerated compartment and one ambient compartment,
together with the required refrigeration and protected electrical systems.
* Freight, insurance, import/customs support, inland transportation, delivery, licensing and registration
support as applicable to the approved delivery arrangement.
* Commissioning, temperature validation, roadworthiness and acceptance testing for each vehicle.
* Operator and basic maintenance training, manuals, warranty documents, recommended spare-parts list
and after-sales support as detailed in Annex A below.
4. Delivery, Acceptance and Handover
The bidder must state the earliest achievable delivery schedule, including the estimated dates for vehicle
availability, body conversion, shipment or local delivery, registration, commissioning, testing and final
handover. If all vehicles cannot be delivered at the same time, the bidder may propose delivery in separate
batches. The quotation must clearly identify the number of vehicles in each batch and the proposed delivery
dates. Any partial-delivery arrangement is subject to FHI 360's prior written approval.
Final acceptance will occur only after each vehicle has been delivered to the approved location and has
successfully completed the inspection, roadworthiness, refrigeration pull-down and temperature-hold tests,
documentation review, registration/licensing requirements where applicable, and operator orientation
described in Annex A. Delivery alone does not constitute acceptance.
5. Warranty and After-Sales Support
The quotation must clearly distinguish the warranty coverage for the base vehicle, cargo body/conversion,
refrigeration system and installed electrical equipment. The minimum requirements are specified in Annex A.
The bidder must identify local or regional service facilities, authorized service partners, fault-reporting
contacts, escalation procedures, service response times, parts availability and any exclusions that may
affect vehicle availability.
6. Bidder Eligibility and Required Documentation
* Signed cover letter or quotation from an authorized representative.
* Certificate of registration/incorporation or equivalent proof of legal existence.
* Tax Registration Number (TRN) and a valid Tax Compliance Certificate (TCC) for Jamaica-based
bidders, or equivalent tax documentation for international bidders, as applicable.
* Evidence of authorization to sell the offered vehicle make/model and to perform or arrange the proposed
refrigerated-body conversion.
* Manufacturer and converter technical brochures, specifications and certifications.
* Evidence of at least three (3) comparable vehicle supply, refrigerated-body conversion or fleet-delivery
assignments completed within the last five (5) years, including client contacts.
* Details of local after-sales service capacity or a documented service partnership accessible in Jamaica.
* Completed technical compliance matrix in Annex B and completed price schedule in Annex C.
* Proposed vehicle and compartment layout drawings, internal dimensions, payload data and evidence
that the completed conversion remains within approved weight and axle-load limits.
* Disclosure of any proposed subcontractor, converter, service partner or consortium member and their
respective responsibilities and costs.

7. Quotation Instructions
* Submit one technical quotation and one financial quotation as clearly labeled PDF files in a single email,
together with supporting documents.
* Use the RFQ number and solicitation title in the email subject line.
* Respond to every technical requirement. State 'Comply,' 'Partially Comply' or 'Does Not Comply,' identify
the offered specification and reference the supporting brochure, drawing or certificate. Silence will not
be treated as compliance.
* Clearly identify all deviations, assumptions, exclusions, optional items and dependencies.
* State the make, model, model year, country of origin, country of manufacture, chassis/body converter,
refrigeration-unit manufacturer, delivery lead time and warranty for the offered solution.
* Quote firm fixed unit and total prices for four vehicles. Show currency, taxes/duties, freight, insurance,
conversion, registration/licensing, commissioning, testing, training and any other charges separately in
Annex C.
* State the proposed payment schedule. FHI 360 will not be bound by a proposed schedule unless
accepted in the resulting purchase order or contract.
* Keep the quotation valid for at least ninety (90) calendar days from the submission deadline.
* Submit questions only to the stated procurement email by the questions deadline. Communications with
other FHI 360 or MOHW personnel about this solicitation may result in disqualification.
* State whether it has prior experience supporting tax-exempt, zero-rated, donor-funded or United States
Government-funded importation or procurement arrangements
8. Evaluation and Award
FHI 360 intends to make a best-value award to the responsible bidder whose responsive quotation meets or
exceeds the mandatory requirements and offers the most advantageous combination of technical
compliance, delivery, warranty and service support, past performance and price. The lowest-priced
quotation will not necessarily be selected.

FHI 360 may request clarifications, conduct reference checks, inspect the bidder's or service partner's
facilities, verify the proposed vehicle/conversion, negotiate with one or more bidders, or make an award
based on initial quotations without further discussion.
9. Roles and Responsibilities
- Contractor:
o Deliver all goods and services as outlined
o If needed, the contractor may, with written approval from EpiC Jamaica engage a qualified 3rd party.
NOTE: The contractor shall not subcontract, delegate, assign, or otherwise transfer performance of
any material portion of the scope without the prior written approval of FHI 360. Any approved
subcontracting arrangement shall incorporate all applicable flow-down provisions, and Contractor
shall remain fully responsible for the acts, omissions, performance, and compliance of its
subcontractors.
o Provide expertise, maintain open communication and provide documentation.
- EpiC Jamaica:
o Provide oversight, coordinate access through MOHW, and the National Blood Transfusion
Service (NBTS), assign stakeholders, approve deliverables, provide payment, and maintain
open communication.
10. FHI 360 Disclaimers and Reserved Rights
* FHI 360 may perform a background or responsibility check on any bidder or proposed subcontractor.
* FHI 360 may cancel, amend, suspend or reissue the solicitation and may reject any or all quotations.
* Issuance of this RFQ does not constitute an award commitment, and FHI 360 will not reimburse bidders for
quotation-preparation costs.
* FHI 360 may disqualify a quotation that does not follow the solicitation instructions or contains material omissions or
misrepresentations.
* FHI 360 may award all or part of the requirement, adjust quantities, or make one or multiple awards when
determined advantageous and permissible.
* Any award is subject to availability of funds, required internal and donor approvals, responsibility determination and
execution of an acceptable purchase order or contract.
* All prices, terms and representations in the successful quotation may be incorporated into and become binding
under the resulting award.
* FHI 360 maintains zero tolerance for fraud, bribery, collusion, coercion, trafficking in persons, exploitation and
abuse, and other prohibited conduct. Suppliers must comply with all applicable FHI 360, donor and legal
requirements communicated in the resulting award.
