2027 COUNTY ROAD SAFETY PLAN:
Plan Purpose Statement
Jefferson County completed and adopted the current system-wide roadway safety plan in 2021. The County
now seeks the services of a Consultant to develop a new roadway safety plan to replace the outdated 2021
plan. The purpose of this roadway safety plan is to identify lists of priority and secondary safety locations,
projects and/or improvements based on collected and analyzed data. The final recommendations should focus
on both lower cost engineering improvement recommendations, as well as higher cost federally fundable
project opportunities. The separation between lower cost and higher cost recommendations shall be discovered
during the plan development process.
Plan Components
The plan shall include analyzing the five-year crash history between January 1, 2021 through December 31,
2025. It will also include study methodology and recommended countermeasures to reduce crashes in Jefferson
County, Missouri. All approximately 700 miles of County-owned roadways will be evaluated in this plan.
Specific countermeasures to lower the crash frequency and severity on these roadways will be identified. An
important aspect of this safety plan is the identification of low-cost countermeasures, which can be applied
widely on these corridors and others in a systemic manner to address the most crashes on Jefferson County
roadways. In cases were the addition of pavement widening, horizontal curve realignment, vertical grade
adjustments, ect. are recommended, the plan will highlight these areas with more detailed improvement
information. In all cases, the plan will provide a rough order of magnitude cost estimate and provide basic
aerial plan improvement information.
This plan seeks to provide safety solutions on both a project-specific and county-wide level. In the process of
analyzing crash data and developing countermeasures for high crash areas, common themes are likely to
emerge that can be applied on a wider level. The plan should contain strategies on how to address safety issues
commonly seen in Jefferson County. Safety improvement strategies should be applicable in use to inform
future policy and address safety concerns systematically.
Plan Public Engagement
The Consultant will develop the plan through a public engagement process. This should include seeking public
input on traffic safety concerns along the county-maintained roadway system. The engagement process should
utilize public meetings or workshops, online surveys and questionnaires, and stakeholder interviews intended
to gather public input, as well as present the draft and final versions of the plan to the public for review.
Plan Evaluation Criteria
The Consultant will develop the plan using an extensive variety of relevant data. Some of the data categories
that may be considered could include, but is not limited to, the following:
1. Vehicle crash data
2. Roadway traffic volumes
3. Planned and/or funded improvement projects
4. Roadway functional classifications
5. Roadway geometric constraints
6. Socio-economic and demographic considerations
7. Land use / economic development patterns or potential
The plan would focus exclusively on analyzing the existing County Road System; however, consideration on
how existing MoDOT or municipal routes fit into the plan could be evaluated were logical connections become
apparent. The plan would identify a rating category matrix with assigned point values, or some other scoring
system. The rating ideology will be developed between the Consultant and the County.
A method of elimination would need to be developed to bring 436 total county roads down to approximately
50 to 100 total county roads, road segments or intersection locations that become deemed priority or secondary
locations. The priority and secondary locations will be evaluated in more detail within the plan. Likely this
would involve the Consultant and Public Works Department working together in ruling out most low-volume,
short length, and dead-end routes, as well as other limiting criteria that would have likely yielded a very low
scoring potential for these excluded county roads. The rating system of the approximately 50 to 100 county
roads, road segments or intersection locations should yield priority or secondary locations that can then be
further evaluated on what traffic safety improvements may be warranted.
Masterplan Completion and Adoption
Once in the final completed form, the Consultant will assist the Department in presenting the plan to the
Jefferson County Council in a work session. The Department will then seek approval from the Council through
the adoption of a resolution. The plan would then be an officially approved public document that is ready for
priority project implementation. This plan effort, including County Council adoption, must be completed prior
to December 31, 2027.
