Sysmex is the only vendor known that can support all requirements set forth in the Statement Of Work (SOW). Sysmex is able to provide 100 uL or less of sample which other competitors are unable to provide. The advantage to the Government is large blood volumes (especially from infants, pediatric patients, or those with limited venous access) that can be difficult, and the Weed facility is very small with limited space. A smaller sample volume requirement allows for complete hematological analysis without compromising the patient. Also, the reduced sample volume can streamline the workflow in laboratories, minimizing handling and reducing the risk of errors associated with sample preparation and transfer.
Sysmex offers a 6-part differential which is what the Government requires. A 6-part differential (adding eosinophils, basophils, and lymphocytes subpopulations) offers significantly improved resolution, allowing for more precise identification of specific hematological abnormalities allowing pathologists to see and evaluate differential. It is important for the Government because the pathologist is at William Beaumont in El Paso, TX, and having the ability to send this information over is important. The principle also applies to body fluids.
A sources sought was posted on 28 April 2025 with capability statements due on 5 May 2025. Sysmex and Beckman Coulter replied with capabilities statements. Sysmex is fully capable. Beckman Coulter couldn’t meet all requirements from the SOW. Beckman Coulter stated the draft SOW posted with the sources sought notice was specific to a competitor. The contract specialist requested the Beckman Coulter to identify which portion(s) of the draft SOW were vendor specific. The contract specialist contacted the Contracting Officer’s Representative (COR) regarding the issues. The COR stated the SOW cannot be changed without reducing capabilities of the hematology section.
