Professional Energy Engineering Services for the State Energy Program: Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program

Pursuant to Chapters 403, 447,2156, and 2305, Texas Government Code; and related laws, rules and regulations,as amended, the Texas Comptroller of Public Accounts (“Comptroller”),State Energy Conservation Office (“SECO”) announces its Request for Proposals No. 238L (“RFP”) and invitesproposals from qualified, interested engineering firms and individuals toprovide professional energy engineering services to Comptroller’sadministration of the Department of Energy’s State Energy Program:Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan FundProgram (SEP IIJA EE RLF). TheComptroller reserves the right to award more than one contract under theRFP. If a contract award is made underthe terms of this RFP, Contractor will be expected to begin performance of thecontract on or about January 15, 2025, or as soon thereafter as practical.

The anticipated schedule of eventspertaining to this solicitation is as follows: Issuance of RFP – October 21, 2024, after 10:00 a.m. CT; Questions Due –October 28, 2024, 2:00 p.m. CT; Official Responses to Questions posted – November11, 2024, or as soon thereafter as practical; Proposals Due – November 22, 2024, 2:00 p.m. CT; Contract Execution– December 13, 2024; Commencement of Services – January 15, 2025, or as soonthereafter as practical. Comptrollerreserves the right, in its sole discretion, to change the dates listed for theanticipated schedule of events. Anyamendment to this solicitation will be posted on the ESBD as a RFP Addendum. Thecomplete RFP is attached to this Notice. Closing Date: Proposals must be received in the Contract Attorney’sOffice at the physical address specified above no later than 2:00 p.m. CT onFriday, November 22, 2024. Lateproposals will not be considered. It is the responsibility ofinterested parties to periodically check the ESBD for updates to the RFP priorto submitting a proposal.
