Title: Stormwater Enhanced Maintenance Plan EMP

The City of Washougal Public Works Department (City) is soliciting proposals from qualified consulting firms to provide professional services for development of a Stormwater Enhanced Maintenance Plan (EMP). This work is funded in part through the Washington State Department of Ecology Stormwater Financial Assistance Program (SFAP) and must comply with all applicable state and federal grant requirements.
The development of the EMP is meant to help protect and restore water quality in the City and the State of Washington by reducing stormwater impacts from existing infrastructure and development.
The City operates a Municipal Separate Storm Sewer System (MS4) that discharges to the Washougal River, Gibbons Creek, Campen Creek, and the Columbia River, all of which are critical water resources with documented water quality impairments. Through this project, the City seeks to evaluate and enhance existing maintenance activities, which includes vactoring, street sweeping, and decanting operations, to maximize water quality benefits.
Funding for this project is provided under a Water Quality Combined Financial Assistance Agreement with the Washington State Department of Ecology, effective July 1, 2025, through June 30, 2028.
