Project Description: The Plains Township Board of Commissioners will receive Bids online for the Plains Township Hudson Road Streetscape Project, generally consisting of the replacement of concrete sidewalks and curbing/ADA ramps along Hudson Road from East Merritt Street to just past Rear Williams Street. Full sidewalk replacement is to be completed on the west side of Hudson Road, partial sidewalk replacement on the east side of Hudson Road and all incidental work related thereto. Sealed Bids shall be submitted online via the PennBid Program until 12:00 pm (local time) on the 8th day of August, 2025. Bids will be publicly opened at the offices of Verdantas located at 613 Baltimore Drive, Suite 300, Wilkes-Barre, PA 18702-7903 and will be considered at the regularly scheduled meeting of the Plains Township Board of Commissioners, to be held on Thursday, August 14, 2025, at 7:00 pm (local time) at the Plains Township Board of Commissioners Meeting Room located at the Plains Township Fire Department Fox Hill Station, 50 Second Street, Plains, PA 18705.

All construction Work is included in one (1) Prime Contract. Bids shall be on a lump sum and unit price basis with alternate bids as indicated in the Bid Form. Each Bid, when submitted, must be accompanied by a (A) "Bid Security" in an amount equal to 10% of Bidder’s maximum Bid price to be furnished in accordance with the Instructions to Bidders; and (B) all forms, statements, affidavits and certifications, as more particularly listed in Article 7 of each Bid Form.
A Pre-Bid Conference has not been scheduled at this time. If this changes, it will be coordinated through an Addendum that will be posted via the PennBid Program.
Bidders must be PennDOT Prequalified as specified in Section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project.
The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. Bidders are advised that Davis Bacon Minimum Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of this project.

The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond, and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price.
The Plains Township Board of Commissioners reserves the right to reject any or all Bids and to waive informalities in the Bidding.
Bids may be held by Owner for a period of not to exceed sixty days (60) from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of a Contract.
