REQUEST FOR EXPRESSIONS OF INTEREST

Niskayuna NY 7 Complete Streets Plan

issued by

Capital Region Transportation Council

Albany, N.Y.

September 16, 2024

The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing a request for expressions of interest (REI) from qualified firms or individuals to undertake the Niskayuna NY 7 Complete Streets Plan.

This study was proposed with the purpose of creating a detailed plan to increase safety on NYS Route 7 for all users and increase multi-modal mobility along and across the corridor. The plan will build upon goals from the town’s comprehensive plan and Complete Streets Resolution, and other safety initiatives from the Town.

The study is being funded by the Transportation Council and the Town of Niskayuna through the Transportation Council’s 2024-2025 Unified Planning Work Program as part of the Community and Transportation Linkage Planning Program. The study has a fixed budget of $139,500 for consultant services. The Transportation Council, on behalf of the Town of Niskayuna, will administer the consultant contract and will jointly manage the study with the Town. The Transportation Council and the Town of Niskayuna would like to see this study completed within 12 calendar months from the date of contract execution.

Chaim Simon will serve as the project manager and will be the primary contact for technical and administration questions. Contact Latanya Sellie at the Transportation Council for a complete copy of the REI. Both Chaim and Latanya can be reached by calling 518-458-2161 or emailing info@capitalmpo.org .

Letters of interest are due at 5:00 PM EST on Tuesday, October 21, 2024, via email to info@capitalmpo.org or on a USB flash drive to the Capital Region Transportation Council, 1 Park Place, Suite 101, Albany NY 12205-2676. Paper submissions will not be accepted.
