The City of Napa, a California charter city (“City”), will accept sealed bids for its Milliken Raw Water Pipeline Hardening HMGP Project (“Project”), by or before Wednesday, December 3, 2025 , at 3:00 pm , via electronic submission through the procurement portal at https://procurement.opengov.com/portal/cityofnapa , in the manner set forth in the Instructions to Bidders. The Work involves furnishing all labor, equipment and materials necessary to install approximately 6,200 feet of 16-inch pipeline and appurtenances, and all other work necessary to complete this project under the direction of the City of Napa. The pipeline is on an unpaved trail that runs adjacent to Milliken Creek with steep grades on either side, roughly half its length accessible by ATV-sized vehicles only. The pipeline will be used to convey raw, untreated water from teh Milliken Creek Diversion Dam to the Milliken Water Treatment Plant . The Atlas Fire in 2017 damage d the previous pipeline, which was removed in 2024 to facilitate trail repairs . About 3,500 feet of the new pipeline will be buried and about 2,700 feet will be aboveground. The Project includes installation of a steel shield over the aboveground portion to protect against falling trees and rocks. The Project is funded in part by FEMA's Hazard Mitigation Grant Program and HUD's MITigation – Resilient Infrastructure Program (MIT-RIP); the Contractor will be expected to meet relevant federal requirements related to this program.

The City provides potable water to more than 85,000 c ustomers throughout Napa County, p ortions of which include the Silverado Country Club and surrounding neighborhood areas . Geographically, t he Silverado Country Club is located at 1600 Atlas Peak Road , approximately 3.5 miles northeast of Downtown Napa; hydraulically, the Country Club and the surrounding neighborhood straddles three hydraulic zones (Zones 3 (gravity-fed) 4 and 5 (both pumped zones ) ) .
The Milliken Raw Water Pipeline runs from its source at the Milliken Diversion Dam, elev 410', to its destination at the Milliken Water Treatment Plant, elev 345’.
