The Project includes the furnishing of labor, materials, equipment, and other incidental work as specified for the connection of groundwater extraction well EW-16 to the treatment system, as follows:
Install pump provided by DWMR, provide and install well station piping, valves, meters, electrical pedestal including VFD, and concrete well pad. Provide and install 800 ft of subsurface water pipe and gravel road to reach existing infrastructure. Provide and install approx. 2700 ft of 4-wire power cable in new and existing conduits. Install PLC and radio communications components provided by DWMR.
Sacramento County Department of Waste Management & Recycling (DWMR) Kiefer Landfill Groundwater Treatment Plant (KTP), located across Kiefer Blvd from the landfill, includes 15 extraction wells connected to a treatment facility.
E xtraction well EW-16 was drilled and constructed in 2024, but requires pump installation and connection to the existing treatment network, near its southwestern edge at extraction well EW-9. An addendum to the Kiefer expansion EIR, PLER2024-00046 was issued for this project in 2024 by the County of Sacramento Office of Planning and Environmental Review, with a finding of no substantial impact. Biological species surveys of the well site and proposed pipeline were conducted in 2024. A South Sacramento Habitat Conservation Plan permit authorization, SHCP 2024-0010, was issued in 2024. An addendum to this authorization was issued in 2025 to add a gravel road to the well site.
