Separate sealed Bids for the construction of 400,000-Gallon Water Storage Tank Improvements (HWEI Project No. 2024042) will be received by the City of Winslow, Arkansas at the Office of Hawkins-Weir Engineers, Inc. at 110 South 7th Street, Van Buren, Arkansas 72956 until 2:00 p.m. on Wednesday, July 30, 2025, and then at said office publicly opened and read aloud.
This project includes the construction of a 400,000-gallon welded steel ground storage water tank, a check valve vault, associated site piping, and construction of a gravel access road to the tank site.
Prospective Bidders must download contract documents through Quest Construction Data Network. This can be accomplished via the link on www.hawkins-weir.com/bidding-info and or at www.QuestCDN.com . QuestCDN is a web-based platform for advertisements, bid document distribution, plan holder lists, and all information pertaining to the bid. Prospective Bidders should register at www.QuestCDN.com for a free ‘Regular” membership. Enter Quest number 9775759 to access bidding information on the search page. There is a $22.00 non-refundable download delivery fee for a PDF (electronic) copy of the bidding documents. Prospective Bidders are responsible for any reproduction costs of the purchased contract documents. Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. No pre-bid conference is scheduled for the project, but bidders are encouraged to visit the site. Please coordinate all site visits through Meg Kelch, project engineer at (479) 474-1227, or by email at meg.kelch@hawkins-weir.com . Site visits must be scheduled at least 48-hours in advance.
Any contract or contracts awarded under this invitation for bids will be subject to the requirements of the Arkansas Revolving Loan Fund (RLF) Programs as described in the contract documents.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended. The requirements for Bidders and Contractors under this order are explained in the specifications.
Each Bidder must comply with the requirements, terms, and conditions of the Arkansas Natural Resources Commission, the Disadvantaged, Minority and Women Business Enterprise (DBE/MBE/WBE) requirements, the Consolidated Appropriations Act of 2014 (Public Law 113-76) including the “American Iron and Steel (AIS)” requirement, Labor Standards, Equal Employment Opportunity, and the “Prohibition on certain telecommunication and video surveillance services or equipment provisions” during the performance of this contract. The Bidder commits itself to the requirements for the participation contained herein and all other requirements, terms, and conditions of these bid conditions by submitting a properly signed Bid. Each requirement listed above for the RLF programs is in the Supplemental Conditions in the Contract Documents.
This publication was paid for by the City of Winslow, Arkansas, and the cost of the publication is $502.40, per Arkansas Code 14-55-208 and related statutes.
