After careful review and in consideration of recent developments, the City of New Haven, in coordination with the New Haven Board of Education, has elected to cancel the original solicitation (RFP 2025-RFP-147) for Part-Time Custodial Services and issue a formal rebid.
This decision follows the City’s receipt and evaluation of a protest submitted under Section 2.14 (Solicitation Protest). While the City acted in good faith during the original procurement process, it has come to our attention that not all shortlisted respondents were provided the opportunity to submit a Best and Final Offer (BAFO). To ensure procedural fairness and full transparency, the City has determined that a cancellation and rebid are in the public interest.
In addition, the rebid will clarify critical terms relating to labor recognition. Specifically, the City will reinforce the expectation that the successful respondent must recognize and work in good faith with the SEIU Union 32BJ and its members—workers who contribute directly to the livability and dignity of the New Haven community. The rebid will also address ambiguities that arose concerning this requirement and other areas essential to a fair and enforceable contract.
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms to staff four-hour, part time, custodians, a manager/supervisor and an account manager to provide cleaning services to New Haven Public Schools (NHPS). The Contractor shall provide sufficient four-hour staff to clean the designated buildings. The Contractor may propose an alternate cost / staff structures for the NHPS’ consideration should other schools or properties become available. The NHPS intends to contract with a qualified vendor whose proposal is deemed to be most advantageous. No contract shall be awarded solely based on price. Only those proposals determined to meet all requirements will be given consideration.
