Project Description

The City and County of San Francisco (the “City”), acting by and through the San Francisco Public Utilities Commission (“SFPUC”), is soliciting Proposals from qualified firms, teams, or joint ventures (JV), or other qualified business entities (“Proposers”) to provide Design-Build services for Contract: DB-139, Transmission Line Clearance Mitigation Moderate and Low Risk (the “Project”).

Digital files of the RFQ&P package are available by request. To request these materials, email qbd@sfwater.org with this Contract No. DB-139, the firm name, full address, email address, phone number, copy of contractor’s license or business card, and a copy of a government-issued identification. Visit https://webapps.sfpuc.org/bids/ for updates. Please be advised that prior to receiving these materials, all requestors will be required to complete, sign, and comply with a Confidentiality Agreement.

Each Proposer must have a Class “A” or “C-10” California Contractor’s license which is current, active, and in good standing with the California Contractors State License Board (CSLB), on the date and time the Minimum Qualifications Application (MQA) is submitted and must submit this MQA with all portions completed, including required attachments.

The “Proposer’s Team” is comprised of any combination of a Design-Builder, Lead Design Firm, Engineer(s), joint venture, subconsultants, subcontractors, and Key Team Members/Personnel. Unless expressly stated otherwise, experience and qualifications must be evaluated based on the combined experience and qualifications of the Proposer’s Team. The terms “Design-Builder”, “DB”, “Prime Builder", and “Contractor” are used interchangeably throughout this RFQ&P in reference to the Proposer selected by the SFPUC that enters into an agreement to perform the Work of this Project.

SFPUC project staff will conduct a pre-proposal contractor networking conference on May 13, 2025, at 10:00 A.M. The conference will be available by remote means only. SFPUC will conduct a site inspection on May 14, 2025, at 10:00 A.M. at HHWP Moccasin, 1 Lakeshore Drive, Moccasin, CA.

Written questions regarding the RFQ&P shall be directed to qbd@sfwater.org no later than 2:00 pm on May 27, 2025.

Proposers must electronically submit the required Minimum Qualifications Application (MQA) and Proposal submission package in response to the RFQ&P no later than 2:00 P.M. on Friday, June 6, 2025.

The SFPUC will not consider any late submissions.
