The City seeks one new, unused heavy-duty backhoe loader for year-round municipal Public Works service. Comparable
makes and models will be considered when the bidder demonstrates substantially equivalent or superior capability to the
basis-of-specification machine.

1. INVITATION TO BID
The City of Winooski invites sealed bids for the purchase and delivery of one new, unused backhoe loader, together with
specified equipment, attachments, dealer preparation, training and warranty support, with trade-in consideration for the
City's existing 2015 CASE 590SN. The machine will support excavation, water, sewer, stormwater, streets, material
handling, winter response, construction and other municipal Public Works operations.
Bids must be received no later than 1:00 PM on Friday, September 18, 2026 at City of Winooski, 27 West Allen Street,
Winooski, VT 05404. Bids shall be submitted in a sealed envelope clearly marked "BACKHOE LOADER BID." The bidder
is responsible for timely delivery of its bid.
2. PROCUREMENT INTENT AND BASIS OF SPECIFICATION
The CASE 695SV CP (Center Pivot) is the basis of specification and is used to establish the desired equipment class,
configuration, performance and operational features. The City will consider other manufacturers and models that meet or
exceed the minimum requirements and are determined by the City to be substantially equivalent for municipal service.
Identification of CASE does not restrict competition to that manufacturer.
A bidder proposing an alternate shall identify every material deviation and submit manufacturer literature and
performance data sufficient for evaluation. The City is the sole judge of equivalency. Silence or failure to identify a
deviation will be interpreted as an affirmative representation that the offered equipment complies.
3. GENERAL BID REQUIREMENTS
Bid shall be signed by an authorized representative and include all required schedules.
Prices shall be firm and include freight, setup, dealer preparation, pre-delivery inspection and delivery.
The City is tax exempt; sales tax shall not be included.
Bid shall remain valid for at least 60 calendar days after opening.
The City may seek clarification but is not obligated to permit correction of a nonresponsive bid.
Manufacturer literature may be attached and shall be clearly keyed to the compliance schedule.

4. BID SUBMISSION, INSPECTION AND DELIVERY INFORMATION
4.1 Submission
Submit one complete sealed bid package to the address on the cover. The outside of the envelope shall identify the
procurement as BACKHOE LOADER BID. Electronic or late submissions may be rejected unless the City separately
authorizes another method in writing.
4.2 Pre-Bid Inspection
A pre-bid site visit is not mandatory but is strongly encouraged. Bidders should inspect the 2015 CASE 590SN trade-in
and the City attachments if measurements, coupler geometry, hydraulic requirements, condition or other details are
necessary to submit a complete bid. The bidder bears responsibility for compatibility determinations.
4.3 Proposed Equipment Status
State whether the offered unit is in dealer stock, manufacturer stock, allocated, on order, or requires factory production.
State the expected model year and estimated calendar days from Notice of Award or purchase order to delivery.
4.4 Delivery
Delivery shall be FOB destination to City of Winooski Public Works, 200 Gilbrook Road, Winooski, VT 05404. The unit
shall arrive fully assembled, serviced, lubricated, with all ordered equipment installed and ready for immediate operation.
Freight, setup and dealer preparation shall be included in the bid unless expressly identified otherwise.
4.5 Demonstration
The City reserves the right to require an on-site or local demonstration of the proposed make/model before award. The
City may evaluate visibility, ergonomics, steering modes, loader and backhoe operation, attachment changes, roadability,
service access and overall suitability. A demonstration request does not constitute an award commitment.

8. EXISTING CITY ATTACHMENTS AND COMPATIBILITY
The City prefers to retain and continue using existing attachments where mechanically, hydraulically and operationally
compatible. The bidder shall determine whether each attachment is directly compatible, requires an adapter/modification,
or should be replaced. The City will use these costs when evaluating total acquisition cost.

8.1 Bidder Responsibility
The bidder shall verify mounting dimensions, coupler geometry, pin configuration, hydraulic flow and pressure,
hoses/fittings, electrical requirements if any, machine capacity and all other factors necessary for safe and proper
operation. Any adaptation reasonably identifiable before bid shall be included in the stated adaptation price. The
successful bidder shall not be entitled to additional compensation after award for omitted adapters, couplers, hoses,
fittings or mounting components that should have been identified during bidding.
8.2 Hydraulic Breaker
The City intends, if practical, to retain the Kent KF 6 hydraulic breaker. The bidder shall certify safe compatibility with the
proposed machine and identify any required mounting bracket, coupler, hose, fitting, flow-control device, hydraulic setting
or other modification. If reuse is not recommended, separately price a new breaker of comparable or greater capability.

10.1 Continued Use
The City will continue using the 590SN until the replacement machine is delivered and accepted. The hour-meter reading
and normal wear will therefore increase. The bidder shall account for reasonable additional operating hours and ordinary
wear when establishing the trade allowance.
10.2 Firm Trade Allowance
The trade allowance shall remain firm through delivery and acceptance of the replacement unit, provided the trade
remains in substantially the same overall mechanical and physical condition, allowing for reasonable additional hours and
normal municipal use. Any bidder condition or maximum-hour limitation shall be stated explicitly in the bid.
10.3 Inspection and Transfer
Bidders are encouraged to inspect the trade before bidding. The trade will be transferred in its then-existing condition
without warranty, expressed or implied. The City reserves the right to accept or reject the trade-in allowance
independently of the new-equipment award and may retain, auction or otherwise dispose of the 590SN if determined to
be in the City's best interest.
10.4 Attachment Ownership
Unless specifically agreed otherwise in the final award, the City intends to retain the existing attachments identified in
Section 8 for continued use or separate disposition. The bidder shall not assume that those attachments are included with
the trade-in unit.
