The Haverhill Housing Authority, the Awarding Authority, invites sealed bids from Contractors for the Unit Rehab and ADA Conversion at Washington Square 667-04 Elderly Housing Development for the Haverhill Housing Authority in Haverhill, Massachusetts, in accordance with the documents prepared by Raymond T. Guertin, Architect.
The Project consists of: Demolition, asbestos abatement, carpentry, resilient flooring, plumbing, mechanical, electrical, and structural repairs at 10 apartment units, including 6 ADA Conversions and 4 Unit Rehabs.
The work is estimated to cost $1,487,000.00.
Bids are subject to M.G.L. c.149 subsection 44A-J & to minimum wage rates as required by M.G.L. c.149 subsection subsection 26 to 27H inclusive.
General bidders must be certified by the Division of Capital Asset Management and Maintenance (DCAMM) in the category of General Building Construction.
General Bids will be received until 2:00 p.m., Thursday, March 26, 2026 and publicly opened, forthwith.
Filed sub-bids for the trades listed below will be received until Time, 2:00 p.m., Thursday, March 12, 2026 and opened forthwith.
Filed sub-bidders must be DCAMM certified for the trades listed below and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and a signed DCAMM Sub-Bidders Update Statement.

General bids and sub-bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates) and made payable to the Haverhill Housing Authority.
Bid Forms and Contract Documents will be available in electronic form and without cost or charge at Projectdog.com, project code 872926, beginning Wednesday, February 25, 2026. Persons desiring hard copies of the documents shall be solely responsible for all printing costs.
General bidders must agree to contract with minority and women business enterprises as certified by the Supplier Diversity Office (SDO), formerly known as SOMWBA. The participation benchmark reserved for such enterprises shall not be less than 6.2 % MBE and 8.7% WBE of the final contract price including accepted alternates. Request for waivers must be sent to EOHLC (Chad.Howard@mass.gov) 5 calendar days prior to the General Bid date. NO WAIVERS WILL BE GRANTED AFTER THE GENERAL BIDS ARE OPENED.
The Contractor must agree to strive to achieve a 3% Veterans Business Enterprise (VBE) participation goal as certified by the Supplier Diversity Office (SDO) for all state and state-assisted design and construction projects costing more than $150,000. Veteran-owned (VBE) and Service-Disabled Veteran-owned (SDVOBE) are jointly referred as Veteran Business(es).
The Contractor and all subcontractors (collectively referred to as the Contractor) agree to strive to achieve minority and women workforce participation. The Workforce Participation benchmark is set at 6.9% for women and 15.3% for minorities. The Workforce benchmark percentages are a statutory requirement under MGL c. 149 subsection 44A(2)(G).
