The City of Seattle is seeking proposals for Digital Accessibility Compliance Project . Proposals are due no later than 1:00 pm on Tuesday, August 12, 2025 . Seattle Public Utilities (SPU) is seeking a consultant to help achieve full compliance with the Americans with Disabilities Act (ADA) and Web Content Accessibility Guidelines (WCAG) 2.1 Level AA across its public-facing websites and applicable digital documents. The goal is to ensure equitable access for all customers, including individuals with disabilities. The project involves remediation of 5,000+ existing published documents on SPU's public facing website, providing instructor-led training for staff in producing and remediating accessible digital documents and developing a sustainable accessibility program to support ongoing compliance.
SPU is required to make all public web content accessible for people with disabilities and those using assistive technologies by April 2026 per Mayoral Executive Order 2025-03, City IT policy, and ADA Title II: 28 CFR Part 35. While we recognize the complexities of reaching full compliance by this deadline, the adoption of innovative, user-centric solutions – such as seamless integration with assistive technologies and real-time accessibility monitoring – offers a unique opportunity to elevate SPU’s digital experience and establish a new public sector standard for inclusivity.
SPU intends to execute a single consultant services contract with an estimated value of $247,000.
