Description

The Air Force Test Center Operational Contracting Division (AFTC/PZIOA) Eglin AFB, FL intends to award a sole source contract to GSC Systems INC, 15 Industrial Street NW, Fort Walton Beach, FL 32548 Cage: 0UFT9 to provide upgrade to 2 building Access Control System The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order.





The statutory authority which permits sole source for this acquisition is 41 United States Code (USC) 1901 & 1903, as implemented by Federal Acquisition Regulation (FAR) 12.102(b), as revised by the Office of the Under Secretary of Defense for Acquisition and Sustainment Memorandum, 'Class Deviation—Revolutionary FAR Overhaul,' effective February 1, 2026. This authority is supported by an approved FAR Part 12 Single Source Justification. Competition is being limited due to: Matching existing proprietary physical security infrastructure, specifically the upgraded Access Control Systems (ACS). Procuring any other system or introducing an alternative vendor would cause critical hardware and credential mismatches between the 919 SOW and other AFSOC installations, ultimately degrading cross-facility access and the unit's physical security posture.





It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 561621. The size standard as defined by the U.S. Small Business Administration is $25 million. The anticipated award date is 19 June 2026.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued on the Government Point of Entry. A copy of the solicitation can be obtained by contacting the Contracting Officer listed below. However, the determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses that are received by 1:00PM CDT on 19 June 2026 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these items.
