Project Description: The Centre Hall Borough Council will receive sealed BIDS for the construction of new water mains, connections and paving as defined in, Contract #2026-W1: General/Excavation and as noted below via the following:
Electronic submission via the PennBid.net website. Bids must be submitted by 3:00:00 PM Thursday, March 12, 2026.
U.S. Mail, to Centre Hall Borough with an address of P.O. BOX 54, Centre Hall, PA 16828. Bids delivered by U.S. Mail must be received by 3:00 PM, Thursday, March 12, 2026.
Hand delivery, to Centre Hall Borough with a delivery location of 134 N. Hoffer Avenue, Centre Hall, PA 16828 by 3:00 PM., (local time) on Thursday, March 12, 2026.

Logan Alley – 0.05 Miles
Paving portion of the project includes:
Milling of Bituminous Paving Notch – 600 LF, Milling of Bituminous Pavement – 2116 SY, WMA Wearing Course (scratch and leveling) 9.5 mm – 151 Tons, WMA Wearing Course 9.5 mm MIX level I – 404 tons.
Municipal Building Parking Lot
Option – Municipal Building Parking Lot portion includes:
2A Aggregate Base Course – 62 Tons, WMA Wearing Course 25.0 mm MIX (50 Gyrations) – 38 Tons, WMA Wearing Course 9.5 mm MIX Level 1 (50 Gyrations) 15 Tons, Excavation of Parking Area.
Bids will be opened after 3:00:00 PM and then read aloud at the regular meeting of the Centre Hall Borough, Council on Thursday, March 12, 2026 at 134 N. Hoffer Avenue, Centre Hall, PA 16828.
Bid package proposals shall be on the required forms, sealed and clearly marked on the outside with the proper contract number of the project being bid upon.
A certified check or bank draft payable to the order of Centre Hall Borough, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, made payable to Centre Hall Borough, shall be submitted with each bid. The Bidder shall include the fully completed non-collusion affidavit with the bid.
Bids may be held by Centre Hall Borough for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Centre Hall Borough reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. Centre Hall Borough reserves the right to delete portions of the project or the entire project when funds are inadequate and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion and to reject any and all bids.
Copies of the BIDDING DOCUMENTS may be obtained at the issuing office of CENTURY ENGINEERING, A KLEINFELDER COMPANY located at 330 Innovation Blvd., Suite 305, State College, PA 16803, Tel: (814) 364-2262 upon payment of $100.00 per hard copy set, digital CD, including shipping and handling via normal delivery U.S. Mail. (Overnight/UPS/FEDEX delivery service available at additional cost.) All payments are non-refundable. BIDDING DOCUMENTS can also be viewed and downloaded from www.PennBid.net.
Only bids from bidders who have received bid documents from the issuing office of CENTURY ENGINEERING, A KLEINFELDER COMPANY or from the PennBID website will be accepted for consideration. Only bids from bidders who have completed the Statement of Bidder’s Qualifications will be considered a valid bid.
Prevailing Wage Rates will apply to this project.
