Description

Yaquina Main Propulsion Shaft and Hub Overhaul Sources Sought:



This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future ship maintenance requirements.



The U.S. Army Corps of Engineers (USACE) – Portland District is requesting your help in identifying contractors with the capability and availability to respond to critical dredge vessel maintenance/repairs:



Repair quantity two (2) main propulsion shafts and quantity two (2) hubs as specified below. NOTE: ABS Surveyor may request to be present at other progress points not mentioned or require documentation that ABS recommendations are being met. Contractor shall include reasonable costs for ABS inspections in their price for this work task. Contractor shall ensure USCG and ABS are present for all inspections.



Rebuild Services:

Repairs shall be performed at an ABS-approved Tailshaft Cladding Facility. The Contractor shall retain the services of a Hundested Technical Representative. All repairs shall be completed to the tech reps specifications. The local tech rep for USAV Yaquina’s homeport is Pacific Marine Equipment, LLC (Todd Terry). Contractor shall provide transportation for the GFP shafts and tooling to the approved repair facility. Shafts and tooling shall be transported in Government-provided containers. Shipping weight for each shaft / hub / container is approximately 13,650 lbs with an overall length (LOA) of 42’. Upon completion of work, return the shaft, hub, and CRPP shaft tooling to the U.S. Moorings Logistics Warehouse at 8010 NW. St. Helens Rd., Portland, OR 97210.



Hub Repairs:

|The OEM Service Technician shall inspect and provide CFR with repair plan for hub repairs/overhauls. The OEM shall be on-site performing inspection within one (1) week of propulsion shaft arrival at Contractor facility. The CFR shall be submitted to the COR no later than one (1) week after hub inspection is complete.



Shaft Repairs:

Remove and scrap existing shaft sleeves and fiberglass cladding. Remove all paint, rust or other surface coatings to bare metal. Provide magnetic particle or dye penetrant inspection of shafts to ABS standards. ABS and USCG shall be given 48-hour notice of this inspection to witness testing. Verify existing shaft dimensions including OD / total indicated run out (TIR) and provide a CFR.



Skim cut liner surfaces to remove existing run outs and achieve required surface finish in accordance with CFR.

Fabricate and install new bearing shaft sleeves IAW measured shaft dimensions and dimensions as shown on Drawings 0-002-020932-2 (Port) and 0-002-020933-2 (Starboard).

NOTE: Forward bearing liner location has been modified from original print with new location, 40 mm forward of original with no change to LOA.

The Contractor shall procure and install new NCB liners on both port and starboard main propulsion shafts from an OEM authorized seller/dealer. The liners shall have all required USCG approvals. The bearing shaft sleeves shall be constructed and machined to match the dimensions shown on the drawings Hundested drawings MP700/CPG120 Installation Unit 6330-G1177 (port shaft) and Hundested drawings MP700/CPG120i Installation Unit 6331/G1178 (stbd) and verified by shaft measurements. The shaft sleeves shall be constructed of stainless steel with a Nickel Chrome Boron liners (NCB) surface coating meeting CID A-A-59315/15. Final surface hardness of coating shall be 57-63 Rockwell “C”. The NCB liner shall be installed per manufacturers specifications. Installation plan shall be provided to the COR one (1) week before installation of liners. COR shall be present for the installation of the liners.

All sleeves shall be turned down on the O.D. to give a clean concentric mating surface. The outer surface of each sleeve shall be sprayed with NCB powder coating and fused into the base metal at minimum temperature of 1925 degrees Fahrenheit. The NCB coating shall completely encapsulate the outer surface of each liner. The O.D. of the sleeve shall be machine ground to RMS finish of 12-16. In addition, the finished NCB sleeves shall have a coating thickness of 0.060 inches to 0.070 inches.

Interference fit of sleeves shall not exceed 0.003 inch. Machine sleeves for fiberglass seal areas on liners

Prepare shaft surface, as necessary, and install new Glass Reinforced Plastic (GRP) coating on shafts with a minimum of 4 wraps. GRP shall be spark tested as required by ABS.

Upon final acceptance of shaft assembly, all sleeve areas and hub shall be coated with a preservative coating meeting MIL-C-11796C Class.

Vendors interested in this requirement(s) with Portland District must submit the documentation and meet the requirements identified below.
