Summary

The Kenton County Fiscal Court (County) is requesting proposals for a cloud-based enterprise video security system for its location in Covington, with the capacity to expand to other County managed sites and cameras in the future. The primary objective is to extend the duration of recorded footage for 1840 Simon Kenton Way, as well as improve remote access to and cross-organizational sharing of the camera footage, while preserving network and data security. The system must comply with the specifications below and be satisfactory to both the Director of Technology Services and Director of Homeland Security and Emergency Management.



Background

The County currently owns a number of security cameras and related hardware (e.g. switches and existing cabling), which are regularly replaced as needed or scheduled. All bids must reflect software that is compatible with our existing camera infrastructure, with minimal additional hardware. Vendors must utilize existing hardware and infrastructure to the greatest extent possible.

Current System Information

Current hardware includes: 110 Cameras (Axis and Samsung), 22 of which provide 360° views for a total of 176 lenses. All cameras are POE and are powered by Transition brand switches. Current camera models include:

  • Axis M3044-V (Qty 69)
  • Axis P3717-PLE – 4 lens cameras (Qty 22)
  • Axis P3227-LVE (Qty 13)
  • Axis P9106-V (Qty 3)
  • Axis M3064-V (Qty 1)
  • Axis P3225-Mk II (Qty 1)
  • Samsung QNE-8011R (Qty 1)

All cameras are ONVIF compliant. Currently, 1 camera is recording continuously and the rest record on motion. This figure changes based on local needs. Footage is currently saved to two on-premise servers. Network traffic from the cameras is segregated from the rest of the county’s network for security and management purposes.

Currently, video footage is retrieved and exported with one of two pieces of software: the NetVR client OR Magic Monitor. Both are proprietary to LenelS2. Video and access control systems are integrated and provide limited ability to see clips of certain access control events. For example, video is automatically attached to badge swipes for entry.
