Description:
ADVERTISEMENT FOR ACCESSIBILITY CONSULTANT SERVICES
The University of California, Los Angeles, requests a written response to this Request for Qualifications (RFQ) to select consultant(s) to provide accessibility inspection services, project reviews, and technical guidance services for various non-specific UCLA projects. Tasks will be assigned as necessary over the term of the agreement, which may be up to four years.
Project scopes may range from assessments to concept design work, reviews for projects in full design, and on-site inspection services for constructed projects. The selected consultant will work under a Professional Services Agreement (PSA) with the University, with authorizations for specific accessibility assignments from projects managed by UCLA Capital Programs. The tasks would be executed as necessary over the term of the agreement, which may be up to four years. The scope of services will vary according to the specific requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization. Aggregate fees will range from $500,000 to $1,000,000 over the PSA term. However, the selection of consultant(s) for this project does not guarantee that fees of that value will be expended.
The selected consultant will demonstrate a proven ability to analyze existing and new strategies for renovation and construction work. The consultant should have the ability to work flexibly with varying levels of information and scope definition as well as familiarity with the applicable provisions of Title 24 of the California Code of Regulations ("C.C.R.¿) Parts 2 and 10 California Building Code (CBC), and the Americans with Disabilities Act (ADA) Standards, and the federal ADA Accessibility Guidelines. The consultant should have applicable experience with the full range of project types undertaken by UCLA, including new construction, renovations, healthcare, housing, classrooms, laboratories, dining facilities, and other project types are required, and previous experience in public university higher education settings is preferred. Each successful consultant must be able to provide trained, certified, and experienced staff and subconsultants as needed to perform independent field investigation services, review and comment on project architectural drawings and specifications, and provide technical guidance equivalent to those outlined in this RFQ.
The University may select up to three Accessibility firms to consult for non-project-specific assignments with the University. Each Accessibility consultant selected will perform work under a Professional Services Agreement (PSA) negotiated with the University, with authorizations for specific assignments from UCLA Capital Programs. The scope of services may vary according to the particular requirements of each assigned task, with appropriate fees negotiated under UCLA policy at the time of each authorization.
This selection may not cover services for all accessibility consulting services performed by the University. There may be separate selections for large projects through project-specific advertisements and selection processes. There may also be instances of small projects that other firms will perform if they require special knowledge, skills, equipment, or availability of personnel.
The complete RFQ packet will be available at http://www.uclaUCLA Planroom.com on Friday, January 17, 2025. Responses to the RFQ are due by or before 10:00 a.m. on Friday, February 7, 2025. To download the packet, you must create a login and password. Registration instructions are available at
https://www.uclaplanroom.com/help/account.register. Once in the UCLA Planroom, click the RFQ tab and search for the project to download. The selection committee will base their review of the Accessibility submitted proposals and selection on the identified Selection Criteria (Attachment A), determining a shortlist of firms; further steps in the selection process will be at the selection committee's discretion.
Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
