Description

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), Western Acquisition Division-Boulder (WAD), National Weather Service (NWS) NCEP Central Ops office, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of Wisconsin System located in Madison, WI for McIDAS-X software support services to be provided in College Park, MD.



The sole source determination is based on NOAA’s requirement that the University of Wisconsin's, Space Science and Engineering Center’s (SSEC) McIDAS- X System is proprietary software that SSEC has developed and maintains therefore they are the only vendor authorized to provide access and support services to their software. McIDAS- X is the SSEC's sophisticated software package used for visualization and manipulation of geophysical data in a wide variety of formats. Typical data types include geostationary and polar orbiting meteorological satellites, NEXRAD radar, surface and upper-air observations, gridded numerical forecasts, NOAAPORT text products, and data from special observing networks. McIDAS-X software is being leveraged within the National Weather Service (NWS) to support the NCEP Centers’ satellite data processing requirements in order to meet their forecast mission; it is also used by applications running on the IDP system. This use of McIDAS-X supports the National Weather Service's mission to protect life and property. McIDAS-X software is the only system that provides timely display and analysis of meteorological data. McIDAS-X also contains a historical database of meteorological parameters unavailable from any other source, so support services of this system are critical to keeping the software up to date and maintained for accurate usage..



Period of Performance: 7/21/2025 – 7/20/2026.



***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
