1.0. Organization and Purpose
The Ohio Attorney General’s Office (“AGO”) is seeking quote submissions in response to this Request for
Quotations (“RFQ”) to secure a venue and related services for the 2026 Law Enforcement Training
Symposium (“LETS”).
Ohio Attorney General Dave Yost is an elected official who is the Chief Law Officer for the State of Ohio and
its agencies, boards and commissions, pursuant to Ohio Revised Code Chapter 1091. The office consists of
about 1,600 employees in nearly 40 distinct sections that advocate for consumers and victims of crime,
assist the criminal justice community, provide legal counsel for state offices and agencies, and enforce
certain state laws.
Within the AGO, the Ohio Peace Officer Training Academy (“OPOTA”) oversees training requirements and
curriculum for peace officers, private security, local corrections, jail personnel, K-9 units, and humane
agents, in addition to firearms programs for public defender investigators, bailiffs, probation officers, and
parole officers. It also oversees certification standards of peace officers. Academy staff provide instruction in
basic, advanced, and technical subjects for the Ohio law enforcement community using the latest research
and recommended professional practices.
Annually, OPOTA hosts the Law Enforcement Training Symposium. LETS is Ohio’s preeminent gathering of
state, county, and municipal peace officers whose purpose is to support the AGO mission of delivering high-
quality, forward-looking training for law enforcement professionals. Historically, LETS was held in Columbus
until 2024, when it was relocated to Sandusky. As OPOTA serves as the statewide training academy, the AGO
is open to proposals for hosting LETS at an appropriate venue located anywhere in Ohio.
Responders to this RFQ are referred to herein as “bidders,” “offerors,” “supplier,” or “vendors” and these
references may be used interchangeably throughout this RFQ and have the same meaning.
1.1. Outcome Goals
These are the outcomes the AGO expects upon contract completion. Success will be met when:
The venue can provide a welcoming, comfortable, and professional environment conducive to
learning and engagement for approximately 500-600 guests.

The venue supports OPOTA in delivering a well-organized event, with accessible and clearly marked
spaces for breakout sessions and general sessions.
The venue offers or is located near sufficient sleeping accommodation for approximately 500 attendees.
Preference will be given to venues that have lodging attached.
The venue will work with an AV vendor contracted by the AGO or provide an option for reliable audio-
visual (AV) services, equipment and support for breakout and general sessions.
The venue can provide meals and accessible parking for approximately 500-600 guests.
The venue offers an option for an exhibitor space with necessary accessories such as tables, chairs,
and electricity.
The venue is fully ADA accessible.
The venue provides discounted group room rates for attendees and organizers.
1.2. Award Term
The contract is expected to be signed in 2026, with a negotiated term necessary to complete the contracted
requirements.
2.0. Overview and Required Deliverables
The bidder shall provide a venue to meet the Outcome Goals described above, and the Required
Deliverables described within this section for the 2026 Law Enforcement Training Symposium.
At a minimum, bidders must provide a venue to include meeting spaces and catering services for up to four
(4) consecutive days (preferably starting on a Sunday) sometime between the 16th of August and the last
week of October 2026.
The event will host approximately 500 to 600 attendees; including approximately 400 attendees for the
LETS Awards Ceremony; approximately 250 attendees for the opening reception; 100 to 200 attendees for
evening networking activities; approximately 50 attendees for a private luncheon; as well as the attendees
for up to nine (9) concurrent breakout sessions with 10 to 100 participants each; and general sessions with
up to 600 attendees.
Preference will be given to a venue that can also provide guest rooms immediately adjacent to the meeting
spaces for the breakout and general sessions.
Bidders should be recognized as reliable for hosting conferences and have a verifiable record of hosting
similar past events with similar audiences. Bidders should have a record of providing both daytime and
evening, multi-day events with sufficient space and staffing to accommodate the AGO’s needs. Bidders
should demonstrate flexibility and the ability to provide solutions as the final conference schedule is being
developed and finalized by the AGO.

Guest Rooms and Lodging
Bidders must offer a venue located near sufficient sleeping accommodation for approximately 500
guests. Preference will be given to venues with on-site lodging.
Meeting and Event Spaces
Ballroom: Capacity for 600 attendees, with banquet-style seating (eight (8) per round table),
equipped with internet access and electrical service.
Breakout Rooms: Capacity for up to nine (9) concurrent sessions of 10 to 100 participants each.
Preferred setup is classroom style.
Exhibit Hall: The option for a space for up to 75 exhibitors to set up. The space must include tables,
chairs, electricity, and internet access.
Private Dining Area: Separate space for a private luncheon for approximately 50 guests.
Support Areas
Registration Area: Easily accessible area near the main entrance, with space for six (6) AGO staff,
tables, chairs, electricity, and internet.
Storage Area: Secure, accessible storage area for conference materials.
Loading/Unloading Area: Convenient access for staff and exhibitors to load/unload materials.
Green Room Area: Private space for keynote speakers and VIP guests.
Food and Beverage
On-site catering for all meals and events, including:
o LETS Awards Ceremony for approximately 400 attendees.
o Reception for approximately 250 attendees.
o Networking events for approximately 100-200 attendees.
o A private meal for approximately 50 attendees.
o Daily beverage / water services.
Accessibility and Amenities
The venue must be fully compliant with the Americans with Disabilities Act (ADA) across all event
spaces to ensure accessibility for all attendees.
It must provide ample parking to accommodate between 500 and 600 guests.
Additionally, the venue is expected to offer discounted group rates for both conference attendees
and staff.

3.0. Vendor Quote Content and Submission
Vendors must provide information and responses as directed within the Ohio Buys Questionnaire and / or
Item Grid. All responses to this RFQ must include the information listed below to ensure the quote
submission is considered for this opportunity. Any material deviation from the format or information below
or within Ohio Buys may result in rejection of a response.
The vendor’s responses to the information requested will allow for a well-defined comparison of the bids
received. Quotes must be valid for no less than 60 days from the quote due date.
The AGO will evaluate the information submitted based on the bidders demonstrated experience in hosting
large-scale conferences of similar size and scope as well as the extent to which the proposed venue meets
the AGO’s logistical and functional requirements, including availability of meeting spaces, guest
accommodation, accessibility, amenities and possible audio-visual services.
1. Quote. Bidders must provide a complete comprehensive quote. The cost of the Core Requirements listed
in Section 2.2. must be detailed and all fees and pricing included within the quote for review. Bidders
must include and describe all direct and indirect costs associated with the quote, including setup and
support fees for the following:
Meeting and Event Spaces
Breakout Rooms
Option for an Exhibit Hall
Support Areas, that include the requested Registration, Storage, Loading/Unloading, and Green
Room Areas.
Private Dining Area
Food and Beverage Services
o On-site catering for all meals and events, including:
LETS Awards Ceremony for approximately 400 attendees.
Reception for approximately 250 attendees.
Networking events for approximately 100-200 attendees.
A private meal for approximately 50 attendees.
Daily beverage / water service for all meals and events.
2. Other Services. Bidders must provide descriptive information on the following:
A selection of up to four (4) consecutive days (preferably starting on a Sunday between the 16th of
August and the last week of October 2026 for selection by the AGO.
Availability of Guest Rooms and Lodging near or at the venue for approximately 500 guests.
o Will the bidder offer discounted group rates for both conference attendees and staff?

o Is the venue fully compliant with the Americans with Disabilities Act (ADA) across all event
spaces?
o Does the venue provide parking to accommodate between 500 and 600 guests?
Bidders may include additional information regarding exclusive services or required service partners
for review by the AGO.
3. Terms and Conditions. Vendors must review the RFQ and the Sample Contract and within the
Questionnaire must identify and attach any vendor assumptions or exceptions to the AGO Terms and
Conditions in vendor’s response. In the alternative to reviewing the Sample Contract, vendors may
indicate if they are currently on an Ohio Department of Administrative Services (“DAS”) State Term
Schedule (“STS”) that is inclusive of the scope and deliverables by including the STS number in the
vendor’s Item Grid response.
All responses must be submitted online via Ohio Buys no later than the date listed in the Calendar of Events.
When submitting bid files, vendors should note the following:

When directed, other file types may be attached but only the following file extensions will be
allowed: .docx, .xlsx, .zip.
The AGO has the discretion to select a vendor and to reject responses that are not in the best interest of the
AGO, or to cancel this solicitation. The AGO may waive minor defects and/or request clarifications in the
responses if doing so does not materially deviate from the specifications or otherwise create an unfair
competitive advantage. Any response, revision, improper marking, or amendment to a response or
submission may be disqualified
The AGO will not be liable for any costs incurred by a vendor in responding to this solicitation, regardless of
whether the AGO awards any contract(s) through this process, decides to cancel this solicitation for any
reason, or issues another solicitation if it is deemed to be in the best interest of the AGO to do so.
The AGO reserves the right to negotiate all terms associated with this solicitation. It is entirely within the
discretion of the AGO to permit negotiations. A vendor must not submit a response assuming that there will
be an opportunity to negotiate any aspect of the response. The AGO is free to limit the negotiations to
particular aspects of any response. Vendors should not base their pricing on the assumption of long-term
financing by the AGO that extends beyond the upcoming biennium, which ends June 30, 2027.
The award will be made to the vendor that offers the lowest priced responsible and responsive submission.
