Description:

I. Project Overview

The Village of Waunakee is seeking proposals from qualified firms to support the planning and design of Water Wheel Park. While Village staff will be actively involved throughout the planning process, assistance is specifically needed in creating the layout and design of proposed improvements and preparing cost estimates for each project component.

Proposing firms must have direct access to design engineers to ensure accurate cost projections that consider the park’s existing topography and layout.

II. Park Background

Water Wheel Park is a 13.2-acre site located at 1230 Water Wheel Drive and is the Village’s newest community park. At present, the park remains undeveloped, with limited pull-in parking available along Water Wheel Drive.

The entire site is designated as an environmental corridor, and known wetlands are present. Preliminary environmental assessments have been completed, but further analysis is required before development can move forward.

III. Resources Provided by the Village

The Village will make the following resources available to the selected consultant:

  • Subdivision Plat Map
  • Wetland Delineation Map
  • Capital Area Regional Planning Commission (CARPC) Environmental Corridor Map
  • GIS mapping files for the site

IV. Consultant Meeting Expectations

A. Coordination with Village Staff

a. Early June 2025: An initial meeting will be held with Village staff to review all available materials, conduct a site visit, and identify any outstanding needs to begin the planning process.

b. Ongoing Meetings: Village staff will be available for additional check-in meetings (virtual or in person) as required. Approximately three such meetings are anticipated, though this may vary based on project needs.

B. Proposed Engagement with the Park and Recreation Committee

a. July 2, 2025: An on-site tour with the committee to evaluate current site conditions and identify potential development ideas.

b. August 6, 2025: Initial presentation of the planning concept to refine the project direction. This meeting will also serve as a public input session, with invitations extended to neighboring property owners.

c. September 3, 2025: Presentation of the final plan for anticipated approval.

V. Expected Deliverables

A. Conceptual site plan

B. Opinion of Probable Cost for all project phases

VI. Proposal Content Requirements Please include the following in your proposal:

A. A statement of your understanding of the requested services, anticipated deliverables, and a brief description of your proposed approach. Include examples of similar projects.

B. A list of materials or support you expect to be provided by Village staff.

C. A brief introduction of the key team members assigned to the project.

D. Three professional references and at least one sample of comparable work, including contact names, phone numbers, and email addresses.

E. A detailed cost estimate for completing this planning phase, including a time and materials format with a not-to-exceed figure. Include a fee schedule for all team members and any anticipated project expenses.

VIII. Selection Process Proposals will be evaluated by Village staff based on the following criteria:

A. Responsiveness to the RFP requirements

B. Relevant experience and qualifications

C. Ability to provide both planning and future construction documentation services

D. References

E. Overall cost

Note: Cost will be considered but will not be the sole determining factor.

The selected consultant will be notified by May 27, 2025, and final approval by the Village Board is expected by June 2, 2025. All respondents will be informed of the outcome.

Proposals must remain valid for 60 days after the submission deadline.

X. Reservation of Rights

Each proposal will be reviewed to determine if it meets the submittal requirements contained within this RFP. Failure to meet the requirements for the RFP can be cause for rejection of the proposal. The Village may reject any proposal if it is conditional, incomplete, contains irregularities, or if in the sole discretion of the Village not considered in our best interest. The Village may waive an immaterial deviation in a proposal, but this shall in no way modify the proposal document or excuse the Consultant from compliance with the contract requirements if the Consultant is awarded a contract. A prospective Consultant may be requested for an interview at the sole discretion of the Village. The recommended Consultant will be selected and approved by the Village Board.

There is no expressed or implied obligation for the Village to reimburse firms for any expenses incurred in preparing proposals in response to this request. Materials submitted by respondents are subject to public inspection under Wisconsin law. Any language purporting to render the entire proposal confidential or proprietary will be ineffective and will be disregarded.

The Village reserves the right to retain all proposals submitted, and to use any concept, image, or other content contained in a proposal, regardless of whether the proposal was selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in the RFP, unless clearly and specifically noted in the proposal submitted and confirmed in the contract between the Village and the Consultant. All property rights, including publication rights of all reports produced by the selected firm in connection with services performed under this agreement shall be vested in the Village.

The Village reserves the right to reject any or all proposals submitted.
