The Philadelphia Department of Human Services is seeking a program designed to serve as an emergency shelter for youth that must be available twenty-four (24) hours a day, seven (7) days a week. The priority is to provide a specialized setting for assessments, interventions, and supports on a short-term basis to ensure safety until the Department facilitates the most appropriate placement for the youth or reunify whenever possible.
