Scope of Services
Edgecombe-Martin County EMC is requesting pricing proposals from qualified firms to provide engineering design, material procurement, and construction management services for the upgrade of an existing medium voltage electrical substation in Edgecombe County, NC.
The selected firm will be responsible for developing the technical design, procuring required materials, and managing contractor crews during construction to ensure the project is completed safely, on schedule, and in compliance with all applicable codes and standards.
* Project Overview
The project consists of expanding an existing 115 kV / 13.2 kV substation footprint. The new medium voltage bus shall be rated 26.4 kV or 34.5 kV and will serve an industrial park; thus, it shall not be directly connected to the existing bus. Two new power transformers shall be installed (minimum rating of 50/67/83 MVA). The scope may include, but is not limited to, equipment replacement or expansion, protection and control upgrades, and associated civil and electrical work. The existing substation is expected to remain operational during portions of the upgrade.

Responding firms should provide a detailed description of their proposed approach and **associated costs** for the following services:
1. Engineering & Design
- Evaluation of existing substation equipment and site conditions
- Development of conceptual and detailed design packages
- One-line diagrams, layouts, schematics, grounding plans, and material specifications
- Protection, control, and SCADA design
- Compliance with NESC, NEC, IEEE, OSHA, and applicable local standards
- Engineering support during procurement and construction
2. Material Procurement
- Development of equipment and material lists based on approved designs
- Preparation of technical specifications for vendor quotations
- Solicitation and evaluation of supplier quotes
- Coordination with EMCEMC on vendor selection and approvals
- Procurement scheduling to support construction sequencing
- Expediting, logistics coordination, and material delivery tracking
3. Construction & Contractor Crew Management
- Construction planning and sequencing to minimize outages
- On-site or remote oversight of contractor crews
- Coordination of contractor activities and schedules
- Safety oversight and enforcement of site safety requirements
- Quality control, issue resolution, and progress reporting
- Support with commissioning, testing, and project closeout
