NOTICE OF INTENT



Commander, Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD, hereby gives notice of intent to award a purchase order to FLUKE ELECTRONICS CORP (Cage Code: 4U744), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements. The purchase order is anticipated to include a base year plus four (4) option years of performance.



FLEET READINESS CENTER SOUTHEAST (FRCSE) has a requirement for annual Calibration services (sonic and laminar flow elements) of seven (7) Molboc-S Flow elements. FLUKE is the only known NAVAIR METCAL authorized source for calibration of these elements.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be reviewed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.



REQUIREMENTS.



3.1 All work shall be performed at the contractor’s facility. The following elements shall be calibrated:

3.2 The contractor shall provide calibration services annually as required per performance period on all sets of MolBox elements delivered to the contractor per the following:



3.2.1 Calibration procedures shall be in accordance with ISO/IEC 17025:2005, Military Standard 45662A, and ANSI/NCSL Z540-1-1994, which supersedes Military Standard 45662A.



3.2.2 Reported estimated measurement uncertainty shall be calculated in accordance with NIST Technical Note 1297, 1994 Edition, and Guidelines for Evaluating and Expressing the Uncertainty of NIST Measurement Results.



3.2.3 All measurement and test equipment as well as primary transfer standards shall be calibrated traceable to NIST.



3.2.4 The contractor shall provide technical phone support (Monday through Friday 8:00 a.m.-5:00 p.m, Eastern Time). The contractor shall provide points of contact to the Government to assist in any discrepancies or concerns.



3.2.5 The contractor shall complete the calibrations and return the calibrated elements within 40 days after initial receipt of sensors from FRCSE.





3.3 In instances where an element is sent for calibration and is unable to be calibrated to standards, the contractor shall accomplish the following:



3.3.1 Disassemble and inspect the element and provide recommendation for repair or replacement to the FRCSE TPOC within 2 business days.



3.3.2 Provide a pricing quote for repairs and recalibrations to the FRCSE TPOC. The contractor shall not perform any repairs unless authorized in writing by the Contracting Officer.



3.3.3 If the Government has determined the repairs are not economically feasible, the FRCSE TPOC will coordinate the shipment of a replacement element to the contractor’s facility.



3.3.4 Inoperable elements shall be shipped back to FRCSE for disposal.





3.4 The Government will ship elements to the contractor’s facility for calibration.





3.5 The contractor shall return calibrated elements to FRCSE within 40 days of receipt.
