TOWNSHIP OF MILLBURN
NOTICE OF 2026 PROFESSIONAL CONTRACTS
The Township Committee of the Township of Millburn has awarded the following professional contracts without formal competitive bidding unless otherwise noted, pursuant to N.J.S.A. 40A:11-2(6) and N.J.S.A. 40A:11-5(1)(a)(i) and/or N.J.S.A. 40A:11-5(a)(a)(ii) at their January 6, 2026 meeting. Once executed, these contracts and the resolutions authorizing them are available for public inspection in the Office of the Township Clerk, Millburn Town Hall, 22 East Willow Street, Millburn, NJ 07041. The contracts are authorized for one year - January 1, 2026 through December 31, 2026.

Amount: $78,000.00 Retainer, $195.00 per hour and as detailed in the proposal dated November 10, 2025; in the estimated amount of not to exceed $450,000.00.
Special Tax Counsel
Awarded to: Chiesa, Shahinian and Giantomasi PC
Services: Special Tax Counsel
Amount: $150.00 per hour attorney rate, $75.00 p/hr paralegal rate, plus out-of-pocket costs and disbursements and in the estimated amount of not to exceed $125,000.00.
Computer Maintenance
Awarded to: ATON Computing
Services: Computer Maintenance
Amount: $107.10 per hour plus reasonable expenses as per their proposal dated November 12, 2025 and in the estimated amount of not to exceed $120,000.00.
Bond Counsel
Awarded to: Archer & Greiner, P.C

Amount: In accordance with proposal dated November 13, 2025 and in the estimated amount of not to exceed $30,000.00.
Labor Counsel

Professional Planning Consultant Related to Affordable Housing Planning

Amount: As per proposal dated November 13, 2025 and in the estimated amount of not to exceed $75,000.00.
Historic Preservation Consultant
Awarded to: Barton Ross & Partners, LLC
Services: Historic Preservation Consultant
Amount: $100.00 per hour and in an estimated amount of not to exceed $52,000.00 as detailed in proposal dated November 5, 2025.
Professional Risk Management Services
Awarded to: RSC Insurance Brokerage, Inc. (Risk Management Consulting & Insurance)
Services: Risk Management Services
Amount: Services described in the proposal dated November 6, 2025 and in the estimated amount of not to exceed $60,000.00.
Professional Township Planning Services

Amount: Services described in the proposal dated November 13, 2025 and in the estimated amount of not to exceed $78,000.00.
Special Tax Counsel

Amount: Services as per the proposal dated November 13, 2025 in the estimated amount of not to exceed $68,000.00.
Professional Special Legal Counsel for Affordable Housing

Services: Special Counsel for Affordable Housing
Amount: At the rate of $195.00 per hour and as set forth in the proposal of November 10, 2025, and in the estimated maximum amount of not to exceed $75,000.00.
Professional Health Insurance Brokers Services
Awarded to: Brown & Brown Metro, LLC
Services: Health Insurance Broker Services
Amount: As per proposal dated November 3, 2025 in the estimated maximum amount of not to exceed $78,000.00.
Licensed Site Remediation Professional
Awarded to: Prestige Environmental, Inc.
Services: Provide site remediation services, and assist in the support of the Township’s site
remediation efforts as requested, consistent with the functions of a Licensed Site
Remediation Professional
Amount: As per proposal dated November 13, 2025 and in the maximum amount of not to exceed
$25,000.00.
