RFP 2026-08 – AV Live-streaming Equipment
In compliance with the City of Isle of Palms Procurement Code, the City is soliciting proposals from qualified firms to design and implement live-streaming audio visual technology in the City Hall Council Chambers. The selected firm shall provide all labor, materials, technical expertise, and related professional services necessary to produce a professional meeting live-streaming system.

The deadline for questions is 12:00 PM on August 13, 2026.
The deadline for submission is 12:00 PM on August 27, 2026.

1. Is the dais table fixed or is the dais table and other furniture in the space mobile?
Are there floor boxes? If so, where are they located? Please specify locations on drawing.
The dais table is fixed and always present for both council and committee configurations.
The ‘round table’ is comprised of three tables that we push together. These tables are mobile.
During council meetings, one of these tables are pushed to the side for staff to sit at. During
committee meetings, it is pushed to the middle for staff and members to sit around.
There are 3 floor boxes (indicated in red on the below diagram) that can supply microphone
outlets and power to the round table so members can charge their laptops via the table’s outlet.

2. Outside of the Apple Mac Studio, how many additional sources are needed? Please list sources and
types.
PC1 Apple Mac Studio on the AV desk at the back of the room
PC2 Presenter laptop (HDMI / USB-C) from floor box #2
PC3 Staff laptop (HDMI / USB-C) at the AV desk at the back of the room
3. Does the mic system need to be locally mutable (i.e. by dais members or users at mic locations)?
No, not locally. But sound needs to be muted to the YouTube stream during executive sessions.
4. How many presentation locations are needed? Please specify locations on drawing.
PC2 needs to be able to present from the podium or round table.
5. Where is owner provided cabinet / rack located? Please specify location in room or building.
On the left of the AV Desk (see diagram)
6. Where is the production operator located? Are they stationed in the room or in another room?
Are there display / visual needs for production and production monitoring?
The production operator is located at the AV desk at the back of the council chamber (see
diagram). They will use the Mac Studio to monitor production, view the YouTube dashboard,
have the ability to use OBS for picture-in-picture or titles and graphics.
7. Identify all locations where hardwired AV connections are required (display(s), table, lectern, wall
plates, floor boxes, etc.).
Microphones at each seat at the dais, podium, staff table, and round table. Currently, we move the
microphones down from the dais to the round table every time we switch the room from a council
arrangement to a committee arrangement. A solution to reduce the time it takes to unplug and move
microphones when the room is rearranged is welcomed.
PC 1, 2, and 3 need to be able to present their screens to YouTube and the chamber TVs
8. Provide any AV standards / manufacturer preferences that are preexisting

9. Provide a reflected ceiling plan (RCP) for coordination of speakers, cameras, and other ceiling-
mounted AV devices.
The only AV equipment mounted on the ceiling are 3 cameras (two forward facing, one rear
facing) and 6 scattered speakers
