II. DESCRIPTION OF REQUIREMENT
The Department of the Interior on behalf of the Utah Reclamation Mitigation and Conservation Commission (Mitigation Commission) is conducting market research to identify qualified and capable sources for Plant Propagation, Transportation, and Installation for Lower Diamond Fork River. This requirement is for a critical component of an aquatic habitat enhancement project along approximately 1.8 miles of the lower Diamond Fork River, located about 8 miles southeast of Spanish Fork, Utah.
The selected contractor will be responsible for the full lifecycle of plant procurement and establishment, including:
Propagation of Plant Materials (Task 1):
Collection of plant materials that are genetically the same as or similar to the Diamond Fork River project's riparian and wetland community.
Materials must be collected within a 100-mile radius of the Diamond Fork River confluence with the Spanish Fork River, preferably from these two watersheds, and from areas with an elevation ranging between 4,400 and 7,000 feet above mean sea level.
Propagate and maintain plants in a healthy condition until installation. Materials will be subject to inspection at the contractor's nursery and at the project site.
Installation of Plant Materials (Task 2):
Timely delivery of healthy plant materials to the project site.
Provision of all necessary labor, materials, and equipment for plant installation.
Installation of plants at locations directed on-site by the Mitigation Commission or its construction consultant, generally along linear water conveyance channels and grouped along margins of created/restored ponds and wetlands.
Provide recommendations to ensure/enhance plant survival and growth.

Key Project Details and Considerations:
Installation Period: October 1 to November 30, 2026. Exact dates will be cooperatively determined.
Quantities: Estimated quantities and size mix of plants are detailed in the full Statement of Work (SOW) (including species such as Betula occidentalis, Salix spp., Cornus sericea, Populus angustifolia, Ribes aureum, Rhus trilobata, Craetagus douglassi, Asclepias speciosa, Acer spp., Amelanchier utahensis, Symphoricarpos albus, Prunus virginiana, and various wetland species like Eleocharis palustris, Carex spp., Calamagrostis canadensis, Verbena hastata, Solidago canadensis, Juncus ensifolius, Symphytrichum ascendens, Pascopyrum smithii, Helianthus nuttalii). The Mitigation Commission may adjust quantities by +/- 20% unilaterally prior to August 15, 2026, or bilaterally at any time.
Site Conditions: The Diamond Fork project area is generally accessible by 4x4 truck, but ATVs may be required for some planting locations as access may become more difficult with construction. The area can be very wet depending on river levels and the water table. Planting zones include riparian hydric, riparian mesic, riparian transitional, and herbaceous wetland, ranging from undisturbed areas to fully disturbed bare soil.
Payment: Will be based on the quantity of healthy plants accepted by the Government during nursery and on-site inspections.
Delays: Potential delays from fall 2026 to spring 2027 may be negotiated.

Interested parties are strongly encouraged to review the full Statement of Work (SOW) document for complete details, including specific plant lists (e.g., Schedule A & B in the original document) and site maps, which are integral to understanding the scope and requirements.

III. PURPOSE OF THIS SOURCES SOUGHT
This Sources Sought is issued for market research purposes only to identify potential sources, including small businesses, capable of meeting the requirements outlined in the Statement of Work. This is not a request for quotations (RFQ), nor does it constitute a promise to issue an RFQ in the future. This notice does not commit the Government to contract for any supply or service whatsoever. All information submitted in response to this Sources Sought is voluntary, and the Government will not pay for information requested herein.
The information obtained from this Sources Sought will be used to determine the availability of qualified businesses, assess market capabilities, refine acquisition strategy, and potentially determine small business set-aside opportunities.

IV. REQUESTED INFORMATION/CAPABILITY STATEMENT
Interested parties that believe they possess the capabilities to perform the described services are requested to submit a Capability Statement addressing the following:
1.        A summary of your company including name, address, point of contact, UEI number, and business size including any small business classifications.
2.        A summary of your company¿s qualifications and experience, including a list of projects that are completed or currently in progress that are like the effort described in this Sources Sought, along with a brief description of the work.
3.        An estimate of how long you anticipate the project to take.
4.        A non-binding estimate of what this effort could cost.
5.        Are there any weather or temperature constraints that would prevent the work from occurring during certain times of the year?
6.        Are there any additional constraints the Government should know about?
7.        Is there any additional information needed in the SOW to be able to quote on this effort?
8.        Any additional questions or comments vendor has about the project.

V. SUBMISSION INSTRUCTIONS
Capability Statements shall be concise and shall not exceed ten (10) pages (excluding cover page and table of contents, if applicable). Submissions must be in Adobe PDF format and emailed to the designated Point of Contact by the response due date. Please include "Sources Sought Response: Lower Diamond Fork River Plant Services" in the subject line of your email.
