Description

NOTICE OF INTENT TO SINGLE-SOURCE: Flight Program Operations (AJF) requires Pilot Training, Currency/Proficiency Training, and administrative support services for participants in the Federal Aviation Administration (FAA) Flight Program. This contract requirement directly supports the Office of Aviation Safety (AVS) operating under the Air Traffic Organization (ATO). Aviation Safety Training is the principal element within the ATO Flight Program Operations organization responsible for providing currency/proficiency and training flight events to AVS participants in the FAA Flight Program, including Flight Standards Service (AFS) Aviation Safety Inspectors (ASI) and Aircraft Certification Service (AIR) flight test personnel. Pilot training is required to retain a current and qualified workforce to perform oversight duties in proponent/applicant aircraft to support a safe and secure National Airspace System (NAS).

The Federal Aviation Administration (FAA) intends to award a single source contract to Allen Corporation of America, 10400 Eaton Place, Suite 22030, Fairfax, VA for Pilot Training, Currency/Proficiency Training, and administrative support services for participants in the Federal Aviation Administration (FAA) Flight Program.

In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. Allen Corporation is the only known source that can provide Pilot Training, Currency/Proficiency Training, and administrative support services for participants in the Federal Aviation Administration (FAA) Flight Program. This follow-on contract request supports standardization of the current development, production, and sustainment of the 14 CFR Part 141 Pilot School curricula, ensuring uninterrupted service in the critical pilot training program.

Market Survey for sources sought Notice ID 6973GH-S-82724 was posted on August 27, 2024, with a close date of September 25, 2024, for the Flight Program Participant Pilot Training Services and Administrative support services. The opportunity was listed with a North American Industry Classification System (NAICS) Code under classification: 611512 - Flight Training. The market survey yielded two (2) inquiries / capability statements. Only one respondent was found to be capable of providing all the services required.

The proposed principle North American Industry Classification System (NAICS) code for this effort is 611512 Flight Training, with a size standard of $34 million.

This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. All questions pertaining to this announcement should be addressed in writing to the contracting Officer, Cilony Alejandro via email (cilony.alejandro@faa.gov).
