CONDITIONS
1. ALL QUOTATIONS MUST BE SIGNED. Enclose in an envelope plainly marked “FITNESS EQUIPMENT BID”.
2. In submitting the above, the vendor agrees that acceptance of any or all quotations by the purchasing office within a reasonable period
constitutes a contract.
3. Right is reserved to reject any or all bids, or to accept separate items in a bid, unless the right is denied by bidder.
4. In case of default, the municipality may procure its supplies from other sources, and hold the original bidder or contractor liable for
resulting increased costs.
5. Samples, if requested, must be furnished at bidder’s expense and, if not destroyed in testing, or retained as a standard, will be returned on
same terms, if requested.
6. The Purchasing Agent reserves the right to increase or decrease by ten percent the quantities of any item or items ordered.

LINCOLN PARK OUTDOOR FITNESS EQUIPMENT STATION

SUMMARY AND BACKGROUND:
The City of Port Huron, Michigan is seeking respondents to a Request for Proposals from qualified
vendors for the design and purchase of outdoor fitness equipment or fitness stations to be located at
Lincoln Park. The proposal should include equipment options, site preparation requirements, installation
services, warranties and ongoing maintenance considerations. The total project cost, inclusive of all
materials, shipping, and associated expenses, shall not exceed $50,000.
If deemed necessary, depending upon final project cost estimates, a certified check payable to the City
of Port Huron, or satisfactory bid bond executed by the contractor and surety company, in the amount
equal to five (5%) percent of the proposal amount, shall be submitted with each proposal in excess of
$50,000. No proposals may be withdrawn for at least ninety (90) days after the scheduled closing time
for receiving proposals.
The City of Port Huron reserves the right to reject any or all proposals, to waive any defects or
irregularities in the same, and to accept any proposal which is deemed most advantageous to the City’s
interests. The successful contractor will be required to furnish satisfactory performance, labor and
material bonds, maintenance and guarantee bonds, and insurance certificates if project is over the
threshold amount and as deemed necessary or required by the City.
Contractors must comply with the City of Port Huron Uniform City Income Tax Ordinance.
This project is being funded through the American Rescue Plan Act State and Local Fiscal Recovery
Funds and is required to follow all related federal, state and local orders, policies, executive directives,
public acts and ordinances as deemed necessary. The contractor must comply with applicable and
related requirements.
The City of Port Huron has a population of approximately 29,000 and is 60 miles northeast of Detroit. It
is the core community and county seat of St. Clair County and serves as an international border to
Ontario, Canada across the St. Clair River via the Blue Water International Bridge. Lincoln Park is a
neighborhood park, but also includes tennis courts, playscape, and basketball courts.
Proposals will be evaluated based on not only costs, but also previous and relevant experience, quality
of past projects, quality of materials proposed, reasonable, accessible and creative design features
within the expected project budget.
A qualified contractor must demonstrate experience in providing and installing fitness equipment that
meets the National and State of Michigan industry standards, have the appropriate certifications and
liability coverage as deemed necessary by the City of Port Huron and their risk management carrier.
SCOPE OF WORK:
• Propose specific outdoor fitness equipment element(s) and/or station(s) that is permanently
installed at an approximately 50’ x 50’ area of Lincoln Park to be located between the playscape
and basketball court.
• Installation in accordance with all applicable codes, ordinances, manufacturing warranties,
certifications and National and State industry standards.
• Equipment to be ordered immediately after city staff’s final selection is approved and
installation immediately upon delivery. The goal is to have the elements installed by June 1,
2026.
SELECTION CRITERIA:
1. Completed RFP Submission
2. Capacity and Capability of Firm
a. Positive/proven experience in supply and installation of equipment to be used year-round
and within climate similar to Michigan
b. Ability to meet applicable certifications for installation, warranties, municipal risk insurance,
bonds and ADA standards.
c. Ability to meet project time frame.
3. Design/type of play features and quality of materials.
4. Project Cost
AWARD
Recommendation of award to the City of Port Huron City Council will be based upon review, discussion
and determination of most responsive, responsible proposal with the most relevant experience, past
performance and qualifications that meet the specific site location, design priorities, type of materials
and cost-effective goals of the city. The award will not be based solely upon a low fee structure.

FORMAT OF PROPOSAL:
Please provide the following in your proposal:
• One paper copy of the proposal with equipment proposed/design ideas for site, INCLUDING
catalog sheets/photos/details.
• List of references on similar projects, including names and contact information.
• Proof of workman’s compensation, current liability insurance coverage. NOTE: Additional
insurance or bonding requirements may be necessary if awarded project and subject to project
costs and municipality’s risk management requirements prior to execution of work contract.
• Indicate proposed warranty terms, proposed start dates and any special considerations,
maintenance requirements.
• Provide a proposed order, delivery and installation schedule.
