be submitted to Purchasing Office, 3rd Floor, City Hall, 777 Cypress Avenue, Redding, California
96001 prior to 2:00 P.M., Tuesday, November 25, 2025, for sale, disposal & recycling of surplus
oil filled electrical equipment per the specifications, terms and conditions contained herein.
QUOTES RECEIVED AFTER THIS TIME AND DATE WILL NOT BE ACCEPTED
OR CONSIDERED.
The cut-off date and time for receiving questions regarding this bid is 5:00 P.M., on
Wednesday, November 12, 2025. All inquiries must be made in writing and may be submitted
to the buyer’s email address shown below.

The said quotations will be opened at 2:00 P.M., on Tuesday, November 25, 2025, in the

The City of Redding reserves the right to reject any or all quotes, in part or in their
entirety. In addition, the City will award any resulting purchase order in a manner consistent
with the City Purchasing Ordinance.

GENERAL
The City of Redding will sell to the highest bidder decommissioned oil filled equipment to include
distribution transformers, voltage transformers and bushings which have been declared surplus by
the Purchasing Officer and Redding Electric Utility (REU) staff.
With this annual bid, the City will be selling and disposing of salvage transformer units on a cost
per KVA basis and other oil filled equipment for a defined contract period. A majority of the
salvaged equipment will be pad and overhead distribution transformers. This will enable multiple
salvage pickups to occur during the 12-month contract period.
The City has a varying inventory of surplus distribution transformers (pads, pole-tops, etc.).
These units have been removed from service after sustaining some kind of failure (due to any
number of conditions such as storm damage, faults, old age, etc.). The City’s storage facility is
limited in size and only sufficient to hold our normal salvage inflows for about 3 to 4 months
(which vary depending on storm events, etc.).
CONTRACT TERM
The contract period shall be from December 1, 2025 or date of award through November 30, 2026.
If mutually agreed upon by both parties, the contract may be renewed for three (3) additional one
(1) year periods, through January 31, 2029.
Pricing shall remain firm for the first year of the contract. Subsequent renewals (if any) may be
subject to increases/decreases based on current market data. Current market data vendor may pass
through increases/decreases initiated by suppliers, provided there is documentation to validate the
change.
Price changes may not take place other than during the renewal period.
SCOPE OF WORK
With few exceptions, all salvage stock will be 12kV primary with pole tops rated 120/240V
secondary and pad mounts 120/208V or 277/480V. Most will be single phase. A majority are
oil filled.
The City averages approximately 150-175 salvage units per year, the majority of which are pole

tops, between 10-167 KVA and pads, between 50-250 KVA. The City anticipates 3 to 4 pickups
per year, depending on storm damage events and reconstruction work.
All units for salvage will be considered non-PCB under federal transportation guidelines (less than
50ppm PCB). More than 90% of the units will be less than 5ppm PCB. The City will not include
any units that contain greater than 45ppm PCB for the sake of any concerns over accuracy of our
lab tests which are performed by a City approved oil test lab.
Note: All units for salvage that are not identified by Manufacture’s nameplate as Non-PCB will be
tested prior to being shipped. This information will be provided to Buyer prior to time of pick-
up.
The successful vender shall supply the city with a minimum of twelve plastic / composite leak
proof totes (approximate dimension 48” L x 48” W x 28”H) with provisions for forklift handling
for the preloading of surplus transformers prior to pick up. Empty totes shall be returned to the city
during the next scheduled pickup.
Leaking transformers will have their oil removed for transport and will ship in a leak proof
container.
It shall be the responsibility of the transporter to comply with all applicable Federal and State Laws
including California SB 546 (testing requirements for used oils).
Testing for flashpoint and Halogen content shall be at the Buyer’s expense when required.
Fuel surcharges and tariff cost during the contract period will not be allowed.
The estimated annual KVA shipped is 10,000.
Invoicing Bid Group II - The awarded Vendor shall include in their pricing the cost of shipping
including fuel surcharges (if applicable) from the City of Redding facility to their selected
destruction/recycling facility, and Uniform Hazardous Waste Manifest fees.
Award will be based on the highest bid price per KVA for Bid Group I and to the lowest bidder
for bid group II. No selective inventory per pickup will be considered. Purchase of surplus
transformers is on an as is basis. No warranty is expressed or implied.

PICKUP
The City shall contact the successful Buyer by email every three (3) to four (4) months with an
estimated weight and number of items ready for pickup. The pickup day shall be scheduled in
advance as mutually agreeable between the City and the Buyer. The City may accommodate the
pickup of a partial load (example: 20,000 lbs.) should the Buyer find this logistically convenient
as long as it is mutually scheduled and agreed to by both parties.
Salvage pickup of full loads (est. 35,000 to 40,000 lbs.) shall take place within ten (10) business
days from notification by City staff.
TRANSPORTATION COSTS SHALL BE AT THE BUYERS EXPENSE.
A bill of materials (salvage list) will be provided to the freight transporter on the pickup day. This
list will contain all vital salvage information: type of transformer (pole, pad or 3 phase, if
indicated), KVA (by nameplate), manufacturer, serial number, weight (lbs.), PCB lab sample ID
number and PCB result (ppm). A copy of the bill of materials will also be e-mailed to the Buyer.
At the time of pick-up, transporter shall supply the City with a copy of the uniform hazardous
waste manifest for all equipment classified as < 2 PPM PCB’s and 2-49 PPM PCB’s removed from
site.
City staff will be available to load equipment with a City-owned (10,000-lb capacity) forklift onto
the truck, which must be leak proof flatbed trailer. Driver is responsible for providing tiedown
equipment and securing load. Units shall be picked up at 20055 Viking Way, Building #2 (rear of
building), Redding, California.
Transporter shall provide 24-hours’ notice for pickup which shall occur during normal work hours
(7:30 a.m. to 3:00 p.m., Monday through Friday). Truck driver shall arrive no later than 1:30
p.m. on any scheduled pickup date. Vendor shall call Clint Torrence, Electric Program
Supervisor, (530) 339-7260, or Substation Maintenance Worker (530) 247-5776, to arrange for
pickup.
PAYMENT– BID GROUP I
Payments shall be made within 30 days after each pickup date. Payment shall be based on the
unit price per KVA quoted herein multiplied by the total KVA units per the e-mailed bill of
materials provided by the City.
