DESCRIPTION OF PROJECT
This project focuses on renovating parts of the Sam Glenn Complex (SGC) at Lewis-Clark State
College. The goal is to convert several SGC suites into a Surgical Technologist Program and a
Perioperative Nursing Lab / Classroom. Once finished, the updated suites will support healthcare
education programs, including an associate degree in surgical technology, a central/sterile
processing certificate, and perioperative nursing workforce training.
The project scope will renovate existing spaces to support the programs described above. This
includes all architectural work, structural updates, mechanical/electrical/plumbing (MEP)
improvements, and HVAC upgrades needed to design and build the lab space, hospital-style
operating room and classroom. To do this, the project will include the following:
A. Scope of Work:
1. This work primarily renovates the "west round" of the SGC (four-round) building.
The perimeter walls are curved, constructed of CMU, approximately 60 feet in
diameter and encompass a total estimated area of 2,827 square feet.
2. Renovations will impact Rooms 215, 216, 217A, 217B, 218A, 218B and adjacent
surrounding spaces. (see Exhibit A). Designing a door access between Room 215
(Classroom) and Room 218 (Lab) is necessary. Hospital-grade automatic sliding
doors would be ideal but not required.
3. Room 215 - north side: The classroom design and feel should reflect a simulation
management and debriefing platform (e.g. Learning Space) by using strategically
placed technology (cameras and microphones) to record and simulate surgical
procedures for enhanced student learning. The design should also keep flexibility
in mind to accommodate future surgical technologies and include ample storage for
organizing instruments, supplies, and simulation equipment.
4. Room 218 - south side: The lab should be designed to meet support the normal
workflow of a surgical procedure reflecting a similar style and appearance of a
hospital operating room and scrub area. This includes two (2) fully equipped
operating room (OR) suites with each room including similar equipment (surgical
tables, ceiling mounted surgical lights, equipment booms, anesthesia and sterile
processing, and instrument tables), and the capacity and setup to function as a Tier-
2 classroom for distance learning (A/V, projector, cameras, whiteboards, etc.). This
502 North 4th Street, P.O. Box 83720 Boise, Idaho 83720 Telephone (208) 332-1900 2 | Page
will involve in-depth and frequent communication amongst multiple end users
(LCSC, LCSC IT Staff, and North Idaho College Staff). The simulated operating
rooms and scrub area should also contain healthcare-grade seamless flooring with
capacity to withstand the movement of heavy surgical equipment, instrument carts,
and operating room tables.
5. The "west round" roof structure is comprised of radiating trusses from a central
column, which may require modification to accommodate critical overhead surgical
lighting, surgical equipment booms, mechanical, electrical, HVAC, A/V, and other
related improvements including life and safety systems. The new surgical lighting
system may require overhead structural reinforcement, adequate ceiling height,
specialized electrical service and MEP design coordination for proper spacing,
installation, and future technology upgrades.
6. All proposed project spaces anticipate:
a. Structural roofing assessment and reinforcement
b. New ceiling (tiles and spline system)
c. New lighting, new flooring, and
d. New painting throughout the "west round"
e. New casework
f. Large stainless sinks
g. Electrical upgrades
h. New plumbing tie-ins for adjacent and associated work including restrooms,
and sinks
Proposed project finishes are to match similar finishes of recently constructed DPW Project
25158D (located on the lower floor of the "western round").
Asbestos containing materials may exist in certain portions of the building. Asbestos survey work
and abatement may be required if the proposed work impacts or disturbs proposed building
improvement areas suspected of containing asbestos. Any building asbestos surveys and
abatement will be the responsibility of the Owner.
For planning purposes, the anticipated start of construction is Fall 2027 with completion by June
2028, subject to AHJ and PBFAC approval (Exhibit B).

REQUIRED SERVICES
The State of Idaho, through DPW, is requesting proposals for Design Professional services.
A total project budget has been established at $800,000. This budget includes fees, reimbursables,
contingencies, testing, and other project related expenses. The construction budget is estimated to
be $672,000.
The successful Design Professional will be required to accept the terms of the Division of Public
Works Professional Services Agreement without modifications. The current version can be found
at https://dpw.idaho.gov/docs-forms-guides/.
The Design Professional will be responsible for schematic design, design development,
construction documents, approvals by the authorities having jurisdiction, bidding, construction
administration, and project closeout. The Design Professional will be required to develop a project
schedule showing each phase of design, review times, and the earliest feasible construction
completion date. The Design Professional will be required to submit graphic and written material
as agreed upon in the contract at the end of each design phase. These documents must receive
approval in writing from DPW prior to moving on to the next design phase. A relatively complete
construction cost estimate will be required following the Schematic Design Phase and must be
updated at each additional phase. At each phase, the design and scope of work will be adjusted as
required to match the construction budget. The Design Professional will be responsible for
coordination with a CM/GC if one is incorporated into the project.
The Design Professional shall make a minimum of one (1) presentation to the Permanent Building
Fund Advisory Council (PBFAC) and shall keep in mind that during all phases, code compliance,
energy efficiency, and building maintenance concerns should be incorporated into the design. The
Design Professional shall seek Avista Utilities incentives when applicable.
The Design Professional will be required to upload all documents to DPW's Owner's web-based
project management system, Projectmates. Documents may include, but are not limited to meeting
minutes, sketches, diagrams, programming analysis, drawings, project manuals, photographs
relevant to the project, submittals, field reports, schedules, cost estimates, RFI's, close out
documents, warranties, etc.
The Design Professional will be required to meet as often as indicated in the contract, but no less
than once monthly with the Agency and DPW for the purpose of providing a report regarding the
previous month's progress. Such meetings will: advise the team of projected project cost and
related value engineering if needed; include critical path schedules, show funds expended in the
completion of the project and specific accomplishments related to the completion of the project.
This information will be uploaded as part of the individual design submittals.
