Description: The City of McAllen is seeking proposals for Consortium Third-Party Administration Services for the City’s Drug & Alcohol Testing Program, which includes Non-DOT / DOT Random Pool Selections, Specimen Collection and Record Management of City’s Alcohol and Drug Program Records.

Proposal Submittal Deadline: Proposals addressed to Mr. Isaac J. Tawil, City Manager, will be received until Thursday, August 20, 2026 at 3:00 p.m., Central Standard Time (CST). All proposals are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time.  Original, hard copy, and/or late proposals shall not be accepted.

Potential respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the relative project number .

The City of McAllen reserves the right to refuse and reject any or all proposals and to waive any or all formalities or technicalities, or to accept the proposal considered the best value to the City, and to hold the proposals for a period of ninety ( 90) calendar days without taking action.
