General Requirements

1. SCOPE

1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs

performed by commercial contractors at a Coast Guard facility for Coast Guard vessels.

3. REQUIREMENTS

3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in

this item, as applicable, during the performance of this availability. The requirements of this WI apply to

all work under the scope of this contract, whether explicitly stated in all following work items or not, and

to all other work subsequently authorized by changes, modifications, or extensions to the contract.

3.2 Contractor-provided fire watch personnel. The Contractor must provide fire watch personnel and

equipment.

3.3 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and

NDE in accordance with SFLC Std Spec 0740.

3.4 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with

paragraph 3.1 of SFLC Standard Spec 5550

3.5. Period of Performance. The period of performance for this work starts on 01 Oct 26 and ends on

31 Oct 2026.

3.6. Location. The Contractor must perform the work while the USCGC HEALY is alongside the pier at

Coast Guard Base Seattle

3.7 Ship-check. It is highly recommended the Contractor conducts a ship-check to propose the best

routing for the new pull cables. The Generator rooms have many interferences to consider during the

planning. The cutter will be available from 21 to 25 Sep 2026 for ship-checks at Seattle WA. Interested

contractors must contact the POC's to coordinate a ship's visit.

3.8 Ship-check will be at no cost to the government.

WORK ITEM 1: Fire Pull, Replace

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to replace the manual fire pulls

connecting the Engineering Control Center (ECC) (01-105-0-C) to the CO2 system for Generator Room 1

(1-80-1-E) and Generator Room 2 (1-80-2-E). The CO2 bottles and actuation system are located in the

CO2 Room (1-65-1-K)

3. REQUIREMENTS CLIN 001

3.1 General.

3.1.1 CIR.

None.

3.1.2 Tech Rep. The Contractor must provide the services of a Technical Representative who is a certified

distributor of Kidde Products and a Factory Certified Technician for Kidde products to accomplish the

following on site:

. Provide manufacturer's proprietary system/ equipment information, software, and tools.

. Assist with installation and testing of the equipment/system.

. Ensure compliance with manufacturer's procedures and standards during system installation

and testing.

3.1.2.1 Ensure the Tech Rep has experience with the system/equipment stated above and demonstrated it

on their résumé.

3.1.2.2 Submit the name and résumé of the Tech Rep with the solicitation response.

3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance

with SFLC Std Spec 0000.

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000,

paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below:

. Decks

. Bulkheads

. Machinery

. Insulation/lagging

. Piping

. Monorail trolley system

. Lighting

. Wiring

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.2 Operational test - initial. Prior to commencement of work, in the presence of the Engineering Officer

or their designee the Contractor must witness Coast Guard personnel perform an initial operational test of

all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing

operational condition. Submit a CFR.

3.3 Pull Station Plan. The Contractor must provide the following information with the solicitation:

. An approximated route for the new pull station cables. This can be neatly hand-drawn on a

copy of CG Drawing 420-WAGB-079-002, 420-WAGB-801-001, or with marked up

photographs.

. An estimate for the number of corner pulleys and their locations.

. The make, model, and location of the new pull devices located in the ECC.

. The make, model, and location of any new dual pull mechanisms.

3.4 Existing Pull Station Rip-out. The Contractor must remove and dispose of the two existing ECC

Generator #1 and #2 pull stations, their associated conduit, cable, and corner pulleys up to the Dual Pull

Mechanism for the Control Heads and Control Stop Valves. Some of the conduit may be reused.

3.4.1 Any penetrations through decks or bulkheads, where the penetration will no longer be used, must be

cut to within six inches of the bulkhead/deck and have a cap or plug welded on either side of the

penetration in accordance with SFLC Std Spec 0740.

3.5 Pull Station Install. The Contractor must install the new ECC pull stations for Generator Room #1 &

#2, all conduit, cables and corner pulleys to their associated Dual Pull Mechanism in accordance with TP

5207. Deviations from the plan submitted in the solicitation must be approved by the Coast Guard.

3.5.1 The Contractor must adhere to the maximum corner pulley and cable limitations outlined in TP

5207.

3.6 Boundary test, generic. The Contractor must verify the integrity of all boundaries affected by this

work item using one of the methods described in SFLC Std Spec 0740, Appendix C in the presence of the

Engineering Officer or their designee.

3.7 Operational test – post repairs. After completion of work, in the presence of the Engineering Officer

or their designee the Contractor must observe a test of all shipboard devices that have been disturbed,

used, repaired, altered, or installed to be in satisfactory operating condition.

3.7.1 Demonstrate that the pull station will activate the CO2 bottle. If the force required for activation

exceeds 40 lbs., the contractor must adjust the system until a satisfactory pull force is reached.

3.7.2 Perform a test of the discharge indicating panels located in ECC (01-105-0-C).

3.7.3 Ensure the CO2 system for both generator rooms is fully functional in all modes of activation.

3.8 The Contractor must repair/replace any damaged insulation in accordance with CG Drawing 420-

WAGB-635-001.

3.9 Touch-up preservation, general. The Contractor must prepare and coat all new and disturbed exterior

and interior surfaces, as applicable, to match existing adjacent surfaces in accordance with SFLC Std

Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.)

4. Period of Performance (POP)

01 Oct 26 - 31 Oct 2026. All work to be performed at cutter's homeport in Seattle WA. Contractor must

coordinate with the POC below for actual required days within this POP.

5.0 CLIN 0002: Potential Repairs based on CFR not to exceed ($16,000 dollars)

5.1. Pricing for any additional travel costs, material, or field service days will be requested and handled

by the KO under the terms of the contract. Any repairs beyond the base scope identified because of the

troubleshooting shall be documented in a Condition Found Report (CFR) with a technical description of

the recommended repairs. The CFR shall be provided to the Technical POCs and the Contracting Officer.

5.1.2. Any additional work will be authorized only by the KO through a written contract modification.

The contractor shall not perform any repairs beyond the base scope until specifically authorized in writing

by the KO. If the Government elects to proceed with additional repairs, the KO will issue a written

contract modification that identifies the authorized additional work and associated firm fixed price. The

contractor shall base any proposal for additional repairs on the findings in the CFR.
