Construction Management proposals will be received at the front desk of the Public Works
Department, Facilities Division, 475 Valley Street, Manchester, New Hampshire, on or before
August 20, 2026 at 3:00 PM for the following: 200 ELM STREET, OFFICE FIT UP
A comprehensive bid package will be provided to prequalified contractors only. Contractor is
responsible to print out the bid package from the electronic files submitted.
Bids received after this time will not be accepted. No bid shall be withdrawn for a period of
sixty (60) days subsequent to the opening of bids without the written consent of the Department
of Public Works.
Project involves preconstruction services, all labor, equipment, supervision, and materials
necessary for the development of ten(10) office spaces, totaling approximately 4,300 sq.ft. as
detailed in the construction documents. Estimated project value is approximately $400,000
Construction start date is to be coordinated with the Owner but is anticipated to start in or about
October 2026 with a completion date of December 31, 2026.
Payment and Performance Bonds of 100% of contract value are required within 10 days of
contract execution. A bid bond from a bonding company of 10% is required to be submitted at
time of bid.
Contractors are required to visit the project site before submitting a bid and attendance will be
taken. A mandatory project walk through will be held on Tuesday August 4, 2026 at 10:00 AM

Selection of the successful bidder will be in accordance with Chapter 39: Procurement Code of
the City of Manchester, Code of Ordinances. The Chief Facilities Manager reserves the right to
waive any irregularities, reject any or all bids, and to accept the bid that appears to be in the best
interest of the City. Failure to submit all information called for may be sufficient for
disqualification. The City reserves the right to extend this contract to include additional related

contract execution.

INFORMATION FOR BIDDERS
1. Access to Building to Inspect Existing Conditions Before Bidding
A mandatory pre-bid meeting has been scheduled on Tuesday, August 4, 2026 at 10:00 AM.
Access at other times will be by request.
2. Preparation of Bids
Bids must be submitted on the prescribed form. All blank spaces must be filled in, either in
ink or typewritten, both in words and figures. Each Bid shall include all documents listed in
the INFORMATION FOR BIDDERS.
Each bid must be submitted in a sealed envelope bearing on the outside the name of the
bidder, bidders address, the name of the project for which the bid is submitted, the bid
number 2600025, and the date and time of scheduled opening.

3. Drawing and Specifications
Drawings and specifications for the Project will be sent by email directly to the Prequalified
Bidders by the Department of Public Works by: jgagne@manchesternh.gov
4. Conditions of the Contract Areas
Each bidder must inform himself fully of the conditions relating to the scope of work, project
site conditions and employment of labor thereon. Failure to do so will not relieve the
successful bidder of his obligation to furnish all labor, materials, and equipment necessary to
carry out the provisions of the contract work scope.
5. Obligation of Bidder
At the time of opening of the bids, each bidder will be presumed to have inspected the site
and to have read and become familiar with the Contract Documents (including all addenda),
as well as all statutes, by-laws and regulations affecting his bid. Failure by omission of any
bidder to inspect the site and/or to examine any form, instrument or document shall in no way
relieve any bidder from any obligation in respect to his bid.
6. Permits
All building permits for installation of the work will be obtained and paid for by the Contractor.
7. Award
The Owner reserves the right to reject any or all bids. The Contractor is required to hold his
bid for a period of sixty (60) days, Saturdays, Sundays, and legal holidays excluded. This
notice shall be binding until a contract to perform work is issued.
8. Time of Completion
The Contractor of Award shall commence work, preconstruction services, within five (5) days
of receipt of written notice from the Owner. It is the intent of the Owner for the Contractor to
execute and complete all work under this Contract within the 2026 construction season as
outlined in paragraph 13 below.
9. Work Hours and Schedule:
Portions of the building will be occupied and in use during construction. The Contractor may
occupy the building and perform renovation work at the subject facility in accordance with the
following schedule:
Pre-Construction Start - August 2026
Construction Start - TBD
Substantial Completion - December 31, 2026
Final Completion - January 15, 2027
Work Hours: All work at the site shall be done between 7:00 a.m. and 5:00 p.m. Monday
through Friday unless otherwise specified or approved. The Contractor may not enter
municipal spaces Monday through Friday without written approval from the Owner.
Saturday and Sunday work are not allowed. Saturday work near end of the project, only
by written permission of the owner and only for light duty details. Sunday work is not
allowed. Work may not start before 6:30 AM.
10. Required Submissions with Bids
The following documents are to be submitted with each bid. Failure of a bidder to make all
required submissions may cause the Owner to consider the bid unacceptable.

11. Federal Requirements:
The Project to which the construction work covered by this Contract pertains is being
assisted by the United States of America and must comply with the Federal Labor Standards
Provisions, the Buy America, Buy America Act (BABAA), and the Davis-Bacon Wage Rates and
Heavy Construction requirements if applicable.
