NOTICE OF SEALED BIDS FOR THE SALE OF CITY-OWNED REAL PROPERTY
RFP 2026-007 - SALE OF CITY-OWNED REAL PROPERTY AT 800 VAN FLEET ST.
SEALED BIDS DUE: TUESDAY, AUGUST 18, 2026, AT 10:00 A.M.
I. PURPOSE
The City of Palestine ("City") is accepting sealed bids for the purchase of City-owned real property
located at 800 Van Fleet Street, Palestine, Texas, in accordance with Texas Local Government
Code Sections 253.008 and 272.001.
Sealed bids must be received by 10:00 a.m. on Tuesday, August 18, 2026, in the Office of the
City Secretary. Bids will be publicly opened at 10:30 a.m. on Tuesday, August 18, 2026, in the
City Hall Conference Room located at 504 N. Queen Street, Palestine, Texas.
The Property will be sold to the bidder whose bid is determined by the City Council to provide the
best value to the City. Submission of a bid does not obligate the City to sell the Property or create
any contractual rights. The City reserves the right to reject any or all bids, waive minor
informalities or irregularities, request clarification of any bid, and cancel this solicitation at any
time prior to award.
II. PROPERTY DESCRIPTION
The City of Palestine is offering for sale the following City-owned real property:

Property Size:
Approximately 0.249 acres
The Property is vacant and unimproved and is being sold AS IS, WHERE IS, with all faults.
Interested bidders are encouraged to inspect the Property and complete any due diligence before
submitting a bid.

III. GENERAL INFORMATION
The City of Palestine is a home-rule municipality located in Anderson County, Texas, with a
population of approximately 18,544 according to the 2020 U.S. Census. The City operates under
a Council-Manager form of government consisting of a mayor, six (6) council members, and a city
manager. Council members are elected from single-member districts, and the mayor is elected at-
large. The City Manager serves as the chief executive officer of the City and is responsible for
implementing policies and directives established by the City Council.
IV. SUBMISSION OF BIDS
Sealed bids must be submitted in a sealed envelope clearly marked:
"RFP 2026-007 - SALE OF CITY-OWNED REAL PROPERTY AT 800 VAN FLEET ST.
SEALED BID - TO BE OPENED AUGUST 18, 2026, AT 10:30 A.M."
Sealed bids must be received by the Office of the City Secretary no later than 10:00 a.m. on
Tuesday, August 18, 2026. Bids received after the deadline will not be accepted and will be
returned unopened.

Bidders are responsible for ensuring their bids are received by the City prior to the submission
deadline. The City is not responsible for delays in mail delivery or other circumstances that result
in a late submission. Bids received after the deadline will not be accepted and will be returned
unopened.
Sealed bids will be publicly opened at 10:30 a.m. on Tuesday, August 18, 2026, in the City Hall
Conference Room, 504 N. Queen Street, Palestine, Texas.
V. BID REQUIREMENTS
Each sealed bid shall include the following information:
1. The bidder's legal name, mailing address, telephone number, and email address.
2. The purchase price offered for the Property.
3. A statement acknowledging that the Property is being purchased AS IS, WHERE IS, with
all faults.
4. Acknowledgment of receipt of all addenda issued by the City, if any.
5. The signature of the bidder or an authorized representative.
VI. EVALUATION OF BIDS
The City Council will evaluate all responsive bids and may award the sale to the bidder whose bid
is determined to provide the best value to the City in accordance with Texas Local Government

Code Sections 253.008 and 272.001.
In determining best value, the City may consider factors including, but not limited to:
* Purchase price offered;
* Compliance with the requirements of this Notice of Sealed Bids;
* The bidder's demonstrated financial ability to complete the purchase; and
* Any other factor the City Council determines to be in the best interest of the City.
The City reserves the right to request clarification of any bid during the evaluation process.
Clarifications shall not be considered an opportunity to modify the purchase price or materially
alter the bid.
VII. AWARD OF SALE
The recommended bid will be presented to the Palestine City Council for consideration and
possible award.
The City Council may reject any or all bids or award the sale to the bidder whose bid is determined
to provide the best value to the City.
The successful bidder will be notified following City Council action.
VIII. ADDENDA
Any changes or clarifications to this Notice of Sealed Bids will be issued by written addendum.
Addenda will become part of this Notice of Sealed Bids. Bidders are responsible for reviewing
any addenda before submitting a bid.
