The County Commissioners of Carroll County (hereinafter referred to as “Owner”) are soliciting a Construction Manager at Risk also commonly referred to as Construction Manager as Constructor (CMc) to perform typical pre-construction services and construction management as constructor services for the Carroll County Public Safety Training Center Phase II located in Westminster, Maryland. This solicitation is being issued through the public bid process administered by the County’s Office of Procurement. Please refer to Attachment No. 1, “Request for Qualifications – General Instructions for Construction” for submittal procedures, policies, insurance requirements and bonding provisions.
