    The Department of Information Technology Services, partnering with Minnesota Department of Public Safety (DPS), intends to renew an agreement with Dynamic Imaging Systems, Inc., for up to three years. The agreement will provide software maintenance and support related to the Picturelink system, which is known in Minnesota as the Minnesota Repository of Arrest Photos (MRAP). MRAP is maintained by DPS. MRAP is used to capture, store, and manage arrest and booking photos for law enforcement agencies located throughout the state of Minnesota. MRAP allows criminal justice agencies to search the arrest and booking photos along with photos of other identifying marks. These photos can be used to create lineups and witness viewing sessions.


    MRAP integrates with other DPS systems and systems of other, local law enforcement agencies. These integrations allow mugshot photos to be securely transferred from the local law enforcement agency repository to MRAP. Some of these integrations have been further customized to ensure additional data can also be sent. MRAP also integrates with the biometric workflow system that is used by the Bureau of Criminal Apprehension, a division of DPS. The biometric workflow system integration routes images from the livescan devices to MRAP. These integrations make Picturelink the only system that is commercially available to meet the business needs of DPS. In addition to this, Dynamic Imaging Systems, Inc., retains exclusive ownership rights and is solely responsible for providing the required maintenance, updates, and patches for MRAP. For these reasons, the Department of Information Technology Services, partnering with DPS, has determined this to be a single source purchase.
