REQUEST FOR QUALIFICATIONS (RFQ)
Professional On-Call Engineering Support Services
The City of Claremont, New Hampshire is requesting qualification statements from interested
engineering firms to provide professional on-call engineering support services as described
herein. Contracts will be awarded for an initial one-year term, with mutually agreed-upon annual
extensions for up to five (5) additional years.
Categories of Services
The on-call engineering support contract shall include services related to the following
categories:
1. Transportation Engineering
Services may include, but are not limited to:
• Roadway design
• Intersection design
• Traffic analysis
• Traffic signal design
• Bicycle and pedestrian facility design
• ADA compliance evaluations and design
• Drainage design and stormwater treatment
• Development of conceptual and final opinions of probable construction cost
2. Bridges and Culverts
Services may include, but are not limited to:
• Bridge and culvert design
• Hydrologic and hydraulic analysis
• Bridge and culvert inspections
• Bridge load ratings
• Development of conceptual and final opinions of probable construction cost
Possible Project Types
Potential assignments under this contract may include:
Multi-Disciplinary Infrastructure Projects
Design services for infrastructure projects from conception through completion. Additional
services for these projects may include:
• Land surveying
• Preparation of NEPA documentation and permit applications
• Water and wastewater transmission design
• Cultural resource evaluations
• Geotechnical investigation and analysis
Additional Support Services
• Assisting with planning and development of conceptual costs for projects included in the
City’s Capital Improvement Program (CIP)
• Assisting with small-scale or emergency projects as needed
• Assisting with compliance related to state and federal funding requirements
• Assisting with applications for state, federal, or other funding sources
• Assisting with rights-of-way surveys and easement documentation
Submission Requirements
Qualification statements shall include the following information:
1. Cover Letter
o Include the category or categories for which the firm wishes to be considered.
2. Company Overview
o Brief history of the firm
o General background and qualifications
o Experience working with relevant local, state, and federal agencies
3. Project Team
o Organizational chart
o Resumes of key personnel (may be included in an appendix)
o Identification of any proposed subconsultants
o Separate project managers and teams may be proposed for each category
4. Relevant Project Experience
o Relevant experience for each category listed above
o Experience with state- and federally funded projects
o Projects should have completed design within the last seven (7) years or currently
be in design
5. References
o Minimum of three (3) references for each category listed above
Selection Process
A Quality-Based Selection (QBS) process will be used. Fee proposals are neither required nor
accepted as part of this submission.
The City will negotiate scope and fee proposals with the selected consultant(s) on an assignment-
by-assignment basis following consultant selection.

Qualification statements will be evaluated based on the following criteria:

Submission Instructions
Qualification packages consisting of five (5) hard copies must be received by the City no later
than:
June 5th, 2026 at 10:00 AM
Packages will be publicly opened on:
June 9th, 2026 at 10:00 AM in City Council Chambers and the names of submitting
firms will be recorded.
Following receipt of submissions, a review committee will evaluate and rank the firms. Final
consultant selection will then be formalized.
Qualification packages shall be clearly labeled and addressed to:
